Overview

E2 is hiring a Project Specialist IV to oversee and coordinate procurement efforts, prepare, review, and maintain documentation, assist internal working team with contract negotiations, monitor procurement activity process through purchase order receipt, material tracking and receipt, data collection.

They will be responsible for user liaison, system specifications, systems design, analysis, and project control and may also interact with Analysts and Programmers through implementation phases and occasionally assist in programming effort. They will provide key link between ultimate user and computing resource. In addition, they will be accountable for the approval and sign-off of the program plan with customer representatives, such as portfolio managers, and all affected program stakeholders, for management of scope for the program and gaining agreement and approval of scope changes with customer representatives and affected stakeholders, and building and maintaining relationships with key stakeholders and customer representatives. They Project Specialist IV will assist with work planning and scheduling design, manage, and track the program progress against the program plan, serve as the primary point of contact for all program-related issues and resolution of issues.

Responsibilities

Day-to-Day Responsibilities/Workload

• Coordinate and present proposals to agencies as necessary.
• Identify and manage program risk and develops risk mitigation strategies, track to closure.
• Ensure team leads adjust and revise estimates when necessary, anticipate issues and proactively address them.
• Resolve conflicts with sensitivity and tact.
• Coordinate the establishment of program standards and program specific procedures with team leads.
• Will be responsible for project compliance with standards and procedures, capturing and reporting of required program management metrics, tailoring and baselining all program templates.
• Develop and facilitate achievement of program service commitments and performance metrics.
• Ensure that tasks provide value and support the strategic direction of the program and meet service commitments; conduct reviews with agencies.
• Accountable for the final program management evaluation review with stakeholders for approval upon program completion.
• Communicate effectively with customers and software / hardware suppliers supporting the State as appropriate.
• Identify and track issues.? Balance workload with program members? capacity.
• Communicate to team members how their work assignments relate to and help achieve program objectives.
• Plan program specific training and orientation needs.Processing of data requests, services, calendaring of key dates, and submit filings.

Qualifications

Required Skills / Attributes

• Bachelor's degree or a combination of education and experience.
• Seven (7) or more years of experience.
• Strong computer skills, critical thinking, analytical, and problem-solving skills, as well as good interpersonal and organizational skills.
• Proficiency in Microsoft Office Suite.

 

Desired Skills / Attributes

• Industry experience: Utility experience a plus
• Proven experience managing supply chain operations, 3+ yrs of experience of analytical support in a project coordination/analyst role, and familiarity with procurement management systems (e.g., SAP Ariba) preferred.
• Soft skills: Multi-tasking and time-management skills with the ability to prioritize tasks, active listening, strong oral & written communication, and adaptability.

Wage Data Per State Requirements

The salary range for this position is $70,769.92 - $88,462.40.  The starting salary will be commensurate with skill, education, experience, and working environment.
