Your Specific Responsibilities:
This is a professional level position responsible for conducting and coordinating the Onsite Sewage Treatment Disposal Systems Program (OSTDS) with the Florida Department of Health in Hendry and Glades Counties. The incumbent is responsible for the inspection of initial construction and final system approvals, conducting septic site evaluations or reviewing evaluation data for proper compliance with the regulations, issuance of permits and review of permit conditions to verify all requirements are provided. This position ensures regulatory compliance and is responsible for pursuing enforcement as needed to obtain compliance with program standards for sanitary nuisance complaints, contractor violations and delinquent annual operating permit renewals. Position functions independently and under the direction of the Environmental Manager. This position is headquartered at the Florida Department of Health in Hendry County, Division of Environmental Health, and reports directly to the Environmental Supervisor. The incumbent in this position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L-36, Florida Administrative Code.
Conducts and coordinates initial and final inspections of installations for onsite sewage treatment and disposal systems for compliance with FAC, Chapter 62-6 within 48 hours of notification.
Coordinates the onsite sewage treatment and disposal system program and conducts soil analyses and onsite property evaluations for the determination of an individual onsite sewage system. Engineers, prepares, and reviews scale drawings of septic system layouts in relation to setbacks, laws, and regulations, determines when all applicable standards are necessary to construct the OSTDS have been met and issues the permit within seven working days of receipt of the completed application at a 99% error free rate.
Reviews registered engineer septic system design and issues permits and provisos for individual onsite sewage treatment and disposal systems for complaince with FAC, chapter 64E-6. Coordinates with registered engineers and within 7 working days from receipt, requires corrections or additional data submitted for applications.
Coordinates and/or investigates sanitary nuisance complaints of any licensed or non-licensed facility regulated by this Department, within 48 hours of complaint. Drafts appropriate correspondence for compliance and enforcement actions in accordance with Florida Statutes 381 and 386.
Conduct required maintenance on equipment and assigned vehicle, as needed. Participate in in-service training programs as required and within time specified. Remain aware of Security policy protocols. Perform as assigned any other duties within the scope of environmental health as directed by the supervisor. Enter Daily Activity Records daily.
Performs other related duties as assigned, including disaster preparedness assignments.
Required Knowledge, Skills, and Abilities:
- Knowledge of environmental principles, practices, & procedures
- Knowledge of correct spelling, punctuation and grammar usage
- Knowledge of basic computer skills, the Environmental Health Database program and Environmental Health Database Mobile App
- Knowledge of field equipment required, including but not limited to digital camera, and other equipment as deemed necessary to perform facility inspections
- Incumbent will be assigned a county vehicle and will be responsible for maintaining and operating the vehicle per state and county regulations
- Skill in using basic water testing equipment and producers
- Skill in using GPS unit
- Ability to operate general office equipment
- Ability to frequently use, telephone, computer, copier, and small hand tools, i.e.: stapler, scissors, etc.
