Job Description Summary

This position manages the FM Planning & Construction Department and is responsible for: 1) Overall administration of all University planning, design, and construction projects, including new buildings, renovations, and maintenance projects. 2) Managing departmental staff, workloads, and budgets. 3) Working with the AVPFM and other FM Directors on the overall management, direction, and planning for the entire FM Department. 4) Working with the AVPFM to advise and report to the University Sr Administration and the Board of Trustees on the long-range planning, current activities, and FM recommendations for the campus facilities. 5) Work with the AVPFM and the CFO on the Capital Planning Process in pursuit of the University objectives.

Essential Duties & Responsibilities (other duties may be assigned)

• Supervise and manage the departmental Project Manager/Engineers, Campus Architect, and other Planning & Construction personnel.
• Develop and administer the department’s budget.
• Manage the department workload and assign staff and projects as required to achieve the University objectives.
• Overall responsibility for managing the efforts of Facilities Management staff, outside consultants/vendors, and contractors with the planning, design, and construction of all campus facilities projects.
• Overall management of campus data and information related to University facilities.
• Overall responsibility for coordination of Planning & Design activities with State agencies and departments that have jurisdiction over facilities or projects.
• Develop plans and strategies for addressing facility concerns, deferred maintenance, and future project planning and make recommendations to the AVPFM.
• Overall responsibility for developing plans, budgets, and schedules for future capital projects and capital outlay projects in accordance with University goals and objectives, and make recommendations to the AVPFM and the CFO.
• Work with the AVPFM and other FM Directors on the management, planning, and function of the Facilities Management department.
• Work with the AVPFM, other FM Directors, the Director of Sustainability, and others on campus to develop and implement long-term plans to make our campus more sustainable and efficient to meet adopted University sustainability goals.
• Act as the primary liaison with the University community for the FM Planning & Construction department.
• Manage specific departmental projects as necessary.
• Work with the University’s finance and accounting staff to manage the overall project and departmental budgets, reporting, and cashflow forecasting.
• Assist the AVPFM in conducting the general activities of the Facilities Management department overall.
• Develop a long-term familiarity and expertise with the campus culture, campus users, and space needs.
• Apply safety-related knowledge, skills, and practices to everyday work.

Required Education, Certifications, Licensures (minimum requirements)

• Master’s/Baccalaureate degree in Architecture, Engineering, or the equivalent required for a Professional license in the State of Michigan.
• Valid Professional Engineering or Architect license in the State of Michigan, or a license in another State with the ability to obtain a Michigan license through reciprocity within 9 months.

Required Experience (minimum requirements)

• Seven years or more of experience in the design and construction of projects involving new buildings, renovations, and remodels as Project Manager.
• Five years or more of experience working for or with higher education clients and facilities.
• Five years or more managing a group or department.
• Experience hiring and managing consultants and contractors.
• Inspection and quality control experience for construction projects
