POSITION CONCEPT:

The Mgr Startup and Commissioning will oversee all Pre-Commissioning, Commissioning and Startup activities associated with Outage and Project Management led projects. This includes management oversight of the work and coordinating with internal and external departments to ensure safe, prudent and optimal execution of all component level, system level and integrated facility level testing activities and turnover processes, including development, tracking and resolution of punch list items. Coordinates with station operations departments to develop and implement power plant operational best practices initiatives.

 

DUTIES AND RESPONSIBILITIES:

  • Schedule and directly oversee the implementation of the procedures and practices necessary for commissioning of all projects, to enable the equipment and systems to be safely and reliably brought into operation and handed over to the plant operations at correct design and specifications.
  • Maintain an organization of innovative, technical team members with expertise in power plant commissioning and operations best practices to support preparation, review and implementation of plans to complete all project startup and commissioning requirements.
  • Coordinate with architectural/engineering firms and Tampa Electric internal engineering and construction teams to identify all startup and commissioning activities for Outage and Project Management led projects.
  • Assist in the preparation of major power plant outage schedules and daily non-outage schedules to ensure that startup and commissioning activities are incorporated and coordinated with construction schedules to ensure return to service dates are met.
  • Prepare, review, and implement new startup and operating procedures for Outage and Project Management led projects. Document these procedures and turnover to the power plant upon completion of the project. Lead pre-startup safety review documentation and ensure all relevant actions are completed, closed, and documented prior to startup.
  • Assist in the preparation of project estimates and schedules in support of PSA development. Conduct and coordinate operability for these capital projects.
  • Support power plant operations managers and other team members in the implementation of operations best practices initiatives.

 

EDUCATION:

Required: Bachelor of Science in Mechanical, Electrical or Chemical Engineering degree from an accredited college or relevant Engineering Technology Degree.

 

SUPERVISORY EXPERIENCE:

Preferred: 3 years of supervision experience.

 

LISCENSES/CERTIFICATIONS:

Preferred: PE License.

 

EXPERIENCE:

Required: 8 years of experience directly related to power plant operations, maintenance, construction, commissioning or engineering. Experience of technical problem solving in an operational environment.

 

KNOWLEDGE/SKILLS/ABILITIES:

Required: Working knowledge of power plant design, basic plant processes and chemical reactions. Strong attention to detail, good planning skills, good written/verbal communication skills, the ability to work in a team environment and a heightened awareness for safety is required. Must have an adaptable and flexible approach to work. Must have sound knowledge of safety, health and environment, especially with regard to risk, safe systems of work and regulatory requirements. Must possess strong ability to work under pressure.

WORKING CONDITIONS:

  • Respond to plant/project needs with 24/7 coverage, Travel from home office to generating facilities on a frequent basis.
  • Working outdoors in hot, humid, wet and/or cold conditions.
  • Working in a power generation facility.
  • Working in elevated noise areas (hearing protection required).
  • May need to travel nationally, if international travel is required, will need a US passport.
