Job Summary
Assists the Divisional Emergency Disaster Services Director in the overall management and dedication of resources in the achievement of the EDS department mission, Plans, schedules, and coordinates projects, activities, and events related to EDS. Directs, coordinates and monitors the Emergency Response program for the Division; analyzes facility/ program risks and responds to crisis and disaster management programs; ensures that incidents/problems are identified and considered in the development of a crisis response plan, making appropriate recommendations to the Divisional EDS Director; provides guidance to Salvation Army units across the Division; supports Divisional response efforts; coordinates resources, service delivery, and communication; provides a total solution to effectively manage the entire crisis lifecycle, from preparation and planning, through education and training, to rapid crisis response and situation recovery.

Knowledge, Skills, and Abilities
Maintains current information on crisis/disaster service resource levels including personnel, equipment and supplies; handles ongoing disaster vehicle maintenance and purchasing of equipment.
Provides both oversight and direction for the management of facility/program risks across the Division; coordinates risk assessments, identifies the operational and strategic risks, facilitates the prioritizing of risk, and develops and communicates response reports.
Monitors facility risk, emergency, crisis, and disaster activities, natural or manmade; provides updates to Public Relations Staff to formulate news releases and/or media information as needed.
Coordinates with Divisional administration and Leadership the requests for emergency service personnel and/or equipment from AOK facilities; maintains contact with Divisional Headquarters disaster services personnel to provide response updates and secure additional support where indicated; during incidents, sustains communication with Divisional Headquarters, updates appropriate personnel with all response activity.
Ensure emergency service programs are effective through site visits and audits as a for first-hand appraisal to determine the extent of compliance, projections for preparedness and awareness of emergency services, including visits to disaster sites as necessary.
Works in partnership with Program Directors and frontline staff to provide early intervention and support to avert a crisis by providing verbal de-escalation techniques; and assists staff with developing and designing interventions targeted to assist clients and/or visitors to maintain self-control.
Coordinates grant applications and special funding projects with Fund Development Department to support Emergency service work throughout the Division; and ensures that expenditures are consistent with funder designations and/or restrictions, Salvation Army policy, and generally accepted accounting principles.
Assists the EDS Director by establishing and maintaining relationships with federal and state emergency management personnel, Emergency Management Directors and staff in Arkansas/Oklahoma counties, and all non-emergency management governmental agencies that participate in disaster response, including: Emergency Management Agency, Department of Public Safety, Department of State Public Health, Department of Family and Children Services, USDA, Department of Transportation, National Guard, etc.; presents The Salvation Army's needs to the state and negotiate on The Salvation Army's behalf to achieve those needs.
Builds and maintains effective working relationship with Voluntary Organizations Active in Disaster (VOAD) on the State and National level, representing The Salvation Army AOK Division at all VOAD meetings in the absence of the EDS Director.
Maintains status as a certified trainer in the National Disaster Training Program through completion of the Train the Trainer course and certification; performs the required number of training classes in the allotted timeframe; attends state and county sponsored training and exercises.
Reviews performance and trends in response to crisis events of all types; maintains and properly executes crisis management policies/procedures in response to field staff incident inquiries; troubleshoots problems through an investigation process and provides assistance as necessary including but not limited to orientation and ongoing educational opportunities.
Maintains an efficient Standard Operating Procedure manual for Emergency Services operations within the Divisional Area Commands; incorporates best practices in emergency crisis management, Salvation Army Safe from Harm guid
