About the role

Job Description

The New York City Housing Authority’s Department of Special Repair Projects is seeking a detail-oriented and analytical Data Analyst to join our team. Reporting to the Director, under general supervision, with latitude for independent initiative and judgment, performs responsible work. The ideal candidate will be responsible for collecting, tracking, processing, and analyzing data to help drive business decisions. This role will work closely with various departments to understand their data needs and provide actionable insights.

Responsibilities shall include, but not be limited to the following:

Executive and Operational Support:
Support the SRP Department Director, Deputy Director, and Executive Operations staff by developing and maintaining a range of management tools, including departmental presentations, reports, organizational charts, business process flow diagrams, and other administrative materials.

Budget Planning and Oversight:
Assist in the development of the department’s annual budget plans. Track initiative budgets and associated budget codes, ensuring appropriate allocations and accuracy in financial reporting.

Staffing and Human Resources Coordination:
1. Serve as the department’s HR liaison to ensure timely processing and tracking of all staffing actions. Coordinate closely with the Department Director, Deputy Director, and Unit Managers to manage vacancies resulting from promotions, transfers, retirements, resignations, or demotions.
2. Process and monitor Personnel Action Requests (PARs) through all stages in NYCAPS.
3. Communicate with HR regarding the status of job postings, candidate reviews, and hiring timelines.
4. Maintain updated records of staffing activity and support recruitment efforts as needed.

Process Improvement and Administrative Support:
Provide administrative and analytical support for department-wide process improvements, staffing models, technical reviews, and budget tracking initiatives. Assist Unit Managers, Director, and Deputy Director with departmental planning and organizational efforts.

Data Analysis and Reporting:
Develop and analyze complex data sets to support all SRP units, using platforms such as OBIEE, Oracle, Movaris, Maximo, Data Warehouse, Kronos, and the Budget Portal.
a. Use strong data analysis skills to monitor and report on unit performance across various initiatives.
b. Provide insights and recommendations to guide management decisions, resource allocation, and project tracking.
c. Ensure data accuracy and consistency across all reporting tools.

Probationary Tracking and HR Compliance:
Act as the department lead for probationary report tracking. Ensure timely completion and submission of evaluations, training documentation, and required HR correspondence. Provide analysis and recommendations related to staffing, budget, and headcount planning.

1. Due to the existence of a civil service list, candidates must have civil service status in the title of Principal Administrative Associate to apply.

Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approv
