Manager, Access Programs

Summary:

The Manager of Access Programs is an individual within the Global Security Access Programs organization that is responsible for the implementing and monitoring all aspects of Westinghouse Fitness for Duty (FFD) and Access Authorization (AA) Programs. Also serves as a Reviewing Official, performs adjudication of potentially disqualifying information and legal reporting, and makes the determinations regarding the granting of unescorted access authorization (UAA), in accordance with the requirements of project procedures and U.S. Nuclear Regulatory Commission regulations (10 CFR 26 & 73.56).  This position also ensures the recording and filing of confidential and sensitive access authorization information and maintaining the security and confidentiality of this information.

Responsibilities:

  • Implement and monitor all aspects of the Westinghouse Fitness for Duty (FFD) and Access Authorization Programs.
  • Manage full time employees and contingent labor within the Access Programs organization.  Primary contact with the licensee on all matters related to Nuclear Access Authorization, non-Nuclear Westinghouse Unescorted Access and the Westinghouse Behavioral Observation Program (BOP).
  • Budget responsibility.
  • Serves as a Reviewing Official
  • Establish trust and credibility with Company employees, co-workers, line management, and the licensees.
  • Make cost effective decisions when developing procedures, guidelines and programs and knowledge of systems for data collection and retrieval to evaluate and measure the cost effectiveness and cost benefits of activities.
  • Interact effectively with both internal and external auditors regarding programmatic and/or compliance issues.
  • Ensure identified deficiencies are corrected in a timely manner using the Corrective Action Program (CAPs) for ensuring corrective actions preclude recurrence of adverse conditions.
  • Ensures AA process complies with applicable project procedures and regulatory requirements for processing individuals for unescorted access authorization.
  • Adjudicates potentially disqualifying information and legal action reporting.
  • Ensures accuracy and completeness of AA documentation.
  • Ensures consistency and effectiveness of AA processes.
  • Interviews individuals regarding derogatory information and legal actions
  • Maintains strict confidentiality and security of all access authorization documentation and files.
  • Ensures software database is up to date and includes all access actions.
  • Establishes goals and performance measures for the AA organization.
  • Ensures AA procedures are maintained current, consistent with regulatory requirements.
  • Demonstrates nuclear safety culture behavior.
  • Creates and maintains a safety conscious work environment (SCWE)
  • Performs other duties as assigned by management

Qualifications/Competencies/Experience:

  • Four (4) Year non-technical degree in Human Resources, Business or Personnel, Risk or Physical Security or related field
  • Minimum five  5 years, with a preferred 8-10 years of combined experience in a combination of developing and managing Access Authorization, Unescorted Access, Behavioral Observation Program (BOP).
  • In-depth knowledge of NRC regulations (10 CFR Part 26 and 73.56)
  • Proficient with Microsoft Office (Word, Excel, PowerPoint)
  • Demonstrated values, e.g., trustworthiness, reliability, honesty, integrity, responsibility, accountability, and confidentiality
  • Excellent verbal and written communication skills
  • Dedicated to meeting AA Organization goals and expectations
  • Demonstrated attention to detail
  • Motivated and innovative self-starter and problem solver
