Factors that may be used to determine where newly hired employees will be placed in the pay range include the employee specific skills and qualifications, relevant years of experience and comparison to other employees already in this role. Most often, a newly hired employee will be placed below the midpoint of the range. Salary range will vary for remote positions outside of California.

POSITION SUMMARY

The Director, Grant Administration and Oversight reports directly to the Chief Policy and Program Officer.  The Director, Grant Administration and Oversight is a key leadership role at GCHP that is responsible for, development, implementation, and oversight of innovative grant programs as well as the identification and application for external grant opportunities. The purpose of these grants would be improvements in access and quality, cost-effectiveness, and health outcomes for GCHP’s members. This role requires a deep understanding of Medi-Cal, including quality and community programs. 

This role will also deftly navigate the dynamics of GCHP’s network providers and community partners. The Director, Grant Administration and Oversight will collaborate closely with internal and external stakeholders to ensure alignment with organizational goals and regulatory requirements.

Job Functions & Responsibilities

•    Works with external implementation partners and/ or internal staff to develop and implement comprehensive grant and incentive programs aligned with organizational goals, quality improvement efforts, and best practices.

•    Oversees the design, implementation, and evaluation of programs for hospitals, specialty, primary care providers, and others that ensure alignment with quality metrics and contractual obligations.

•    Coordinates with the Member Experience and External Affairs team and GCHP Leadership to support the development and administration of community grant programs.

•    Broadens the funding available to improve our members’ health, including identifying funding opportunities, developing proposals, and overseeing implementation and reporting.

•    Collaborates with the California Department of Health Care Services (DHCS), the California Department of Managed Care (DMHC), and other regulatory agencies to ensure compliance with all applicable requirements.

•    Monitors and analyzes program performance data to identify trends, areas for improvement, and opportunities for innovation.

•    Acts as GCHP’s primary point of contact for community and provider engagement related to grants and incentives.

•    Creates and provides reports to GCHP’s Senior Leadership and the Commission.

•    Stays abreast of emerging trends and best practices in healthcare quality improvement and incentive program design.

•    Fosters strong relationships with internal departments, provider networks, community organizations, and other stakeholders.

•    Provides leadership and mentorship for team members for grant programs, incentives, and other related activities.

•    Other duties as assigned.

MINIMUM QUALIFICATIONS

Education

•    Bachelor’s degree in healthcare administration, Public Health, Business Administration, or a related field.

Experience:

•    10+ years of experience in healthcare administration.

•    5+ years of experience in managed care, strong focus on grant development.

•    5+ years of experience in demonstrated expertise in grant program development or management.

•    In-depth knowledge of Medi-Cal, DHCS and DMHC regulations, and healthcare quality improvement initiatives.

•    Experience working with hospitals, ambulatory providers, and community-based organizations.

Equivalent In lieu of degree:   

•    2+ additional years of experience in healthcare administration, with at least 8+ years of experience in managed care, strong focus on grant development, and demonstrated expertise in grant program development or management t in lieu of a bachelor’s degree.
