Department Overview
The Procurement organization is the functional lead for the procurement of materials and services at Pacific Gas and Electric Company. The department collaborates with internal clients and suppliers managing more than $12 billion of company spend annually to develop mutually beneficial total value solutions for goods and services. The department provides the following services to internal clients: procurement of goods and services, strategic sourcing and cost savings, category management, supplier relationship management, execution and outreach, compliance management, ongoing procurement field support and management of the source to pay cycle.
Position Summary
Director, ESD (Enterprise Service Delivery) Procurement Business Partner role is a strategic leadership role responsible for driving alignment between Business Unit (BU) priorities and enterprise-wide procurement strategies. Acting as a trusted business partner, the Director engages directly with BU leadership to understand evolving needs, influence sourcing strategies, and ensure Procurement delivers initiative-taking, value-driven solutions.
Serving as the primary liaison between the BUs and the broader Procurement organization, the Director plays a key role in strategic planning, category alignment, and cross-functional collaboration. This includes leading Quarterly Business Reviews (QBRs) to ensure continued alignment and accountability across stakeholders.
In close collaboration with Sourcing Category Leaders and the Procurement Centers of Excellence, the Director supports the development and execution of both near-term sourcing initiatives and long-term strategic plans. Reporting Relationship
The Director, ESD Procurement Business Partner will report to the Senior Director, Electric and Vegetation Procurement.
Procurement Strategy
- Lead the development and execution of long-term procurement strategies that align with enterprise and ESD & Corporate Services objectives, ensuring consistent value creation through supplier optimization, risk mitigation, operational efficiency, and cost reduction.
- Drive annual strategic and operational planning, including setting performance targets, aligning procurement goals with business unit priorities, and measuring outcomes through robust KPI tracking and reporting frameworks.
- Serve as a strategic advisor to ESD & Corporate Services executive leadership (VPs and Sr. Directors), actively contributing to leadership forums, strategic planning sessions, and business reviews.
- Develop and manage integrated demand forecasts, sourcing strategies, and contract pipelines in collaboration with Business Units and Category Managers.
- Oversee enterprise-level procurement programs, including Customer Procurement Plans, Supplier Performance Scorecards, and the strategic management of the Savings Funnel, ensuring alignment to financial objectives and corporate value targets.
- Validate and track supplier cost savings in partnership with Finance to ensure realized value flows to the bottom line and supports PG&E’s financial goals.
Procurement Support
- Deliver strategic insights through advanced spend analysis, market cost modeling, and benchmarking to support data-driven decision-making and value proposition development.
- Drive collaboration with Strategic Sourcing and Category Management to develop and operationalize comprehensive category strategies that address BU needs and future demand.
- Shape negotiation strategies and lead executive-level supplier engagements, ensuring commercial terms optimize cost, minimize risk, and enable innovation.
- Oversee contract lifecycle management, ensuring end-to-end compliance, risk controls, performance tracking, and continuous supplier improvement.
