Context

IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people.

The Staff Learning Unit (SLU) is located within the Integrated Talent Management Division (ITM) of IOM and is responsible for managing programmes and initiatives established in line with the learning and development needs of the Organization. SLU is based in Valencia and Manila.

Under the overall supervision of the Chief, ITM Division and the Head, Staff Learning Unit, and under the direct supervision of the Human Resources (HR) Officer for Learning Initiatives, the Senior HR Associate (Learning Initiatives) will coordinate a team responsible for the identification, design, implementation, monitoring and reporting of various learning initiatives.

  1. Coordinate the design, development, implementation, monitoring and reporting of any assigned learning initiative/s.
  2. Coordinate stand-alone learning events and learning platforms provided by external service providers and consultants by contracting,  monitoring the design and delivery of the work, working with service providers to develop playlists for learning platforms, reporting and ensuring payment. Establish and maintain vendor relationships with external content providers for these stand-alone learning events which include, but are not limited to: Negotiation Skills, Problem Solving Skills, Public Speaking Skills, Geopolitical Analysis, Sign Language, Language Programme, UN System Staff College (UNSSC), Harvard Learning, LinkedIn Learning, etc.
  3. Respond to requests for input on the Unit’s progress in internal and external assessments; provide data and input to meet organizational reporting requirements.  Contribute to impactful reporting through data storytelling and testimonials.
  4. Draft  sections of proposals for new learning programmes that target to address a role-based or context-based learning gap identified through surveys, discussions, workshops, etc. 
  5. Contribute to the global learning calendar by ensuring that all learning events assigned are featured in the calendar and the learning management system.
  6. Conduct Levels 1 and 2 evaluation (Kirkpatrick) following the delivery of these learning events.
  7. Work closely with colleagues responsible for communications to design a comprehensive communications plan and implement global and targeted promotions leveraging relevant and innovative communication channels to drive engagement to these events.
  8. Collaborate with Departments in Headquarters (HQ) and/or with Regional Offices (ROs) as a Learning
