Job Summary:
The Director of Behavioral Health and Workforce Development plays is responsible for shaping and implementing strategies that enhance the quality of care and support for individuals with behavioral health needs, as well as expanding the healthcare workforce in the assigned market. This position is responsible for developing, implementing, and overseeing the ongoing expansion of the behavioral health strategy, as well as leading the workforce development strategy and initiatives, ensuring that providers are equipped with the necessary resources to deliver high-quality, patient-centered care.
Essential Functions:
- Lead the development and execution of CareSource's Behavioral Health strategy and Workforce Development strategy, focusing on improving access and quality of care for members.
- Responsible for day-to-day operations for Behavioral Health provider performance, Behavioral Health provider relations, and workforce development.
- Accountable for identifying and ensuring execution and implementation of all state and business operational, clinical and programs requirements related to Behavioral Health for all lines of business.
- Responsible for ensuring quality and provider performance across all lines of business for Behavioral Health providers. This includes, but is not limited to, quality withhold, alternative payment models, minimum performance standards, HEDIS metrics, and overall provider performance.
- Responsible for supporting all behavioral health providers in assigned market regarding provider relations and provider performance.
- Responsible for ensuring compliance with Market Provider agreement, including the development of appropriate policies, practices and procedures as well as ongoing monitoring and reporting.
- Create and implement programs to attract, retain, and develop a skilled healthcare workforce for both physical and behavioral health sectors.
- Foster strong partnerships with community providers, stakeholders, and government agencies to identify behavioral health and workforce gaps and enhance service delivery.
- Establish and monitor key performance indicators (KPIs) to evaluate the effectiveness of behavioral health programs and workforce initiatives.
- Advocate for policies and funding that support the growth and sustainability of behavioral health services and the overall workforce.
- Consults across Markets to engage in collaborative improvement activities including program planning, analytic review, and communication.
- Spearhead branding of Behavioral Health and Workforce Development in the community through conference presentations, board memberships, association participation, and other avenues to ensure awareness.
- Proficient in leading and managing change initiatives within the organization and among external partners. This includes effectively communicating the need for change, addressing resistance, and ensuring smooth transitions to new processes and practices

Education and Experience:
- Bachelor’s degree in social services, business administration, healthcare administration, public health, or a related field; a Master’s degree is preferred.
- A minimum of five (5) years of clinical experience in behavioral healthcare delivery and oversight is required.
- A minimum of five (5) years of experience in healthcare, Managed Care Organizations, or a related field is required.
- A minimum of three (3) years of experience in workforce development is preferred.
- A minimum of three (3) years of leadership experience, including managing cross-functional teams and driving strategic initiatives is preferred.
Competencies, Knowledge and Skills:
- Comprehensive knowledge of behavioral health, case management, medical management, and quality improvement.
- Strong organizational, analytical, and problem-solving skills.
- Exceptional communication skills, both verbal and written, with public speaking ability.
- Proven leadership capabilities with a focus on collaboration and relationship building.
- Commitment to diversity, equity, and inclusion in all aspects of behavioral health and workforce development.
Licensure and Certification:
- A license to provide behavioral health services in the state of practice is preferred (i.e. LSW, LPC, LMFT, LISW, LPCC, LICDC).
- Must have valid driver's license, vehicle and verifiable insurance. Employment in this position is conditional pending successful clearance of a driver’s license record check. If the driver’s license record results are unacceptable, the offer will be withdrawn or, if employee has started employment in position, employment in this position will be terminated
