Description

 

The Department of Mental Health (DMH) is seeking qualified and experienced applicants for the position of Buyer. Our applicant will review requests for the purchase of commodities for the Department, and process commodity procurement transactions in the Massachusetts Management Accounting & Reporting System (MMARS) and CommBUYS applications. The incumbent will provide information concerning availability and appropriateness of products, as well as technical assistance and advice to agency personnel and others.

The selected candidate will prepare written and electronic documents describing goods and services to be provided, maintain records, and perform related work as required and in a manner that ensures compliance with Commonwealth best-value procurement laws, rules, and regulations. 


Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Reviews requests submitted by management analysts for the procurement of Commodities in order to determine compliance with established procedures and in order to take appropriate action. 
  • Communicates and meets with Department staff to help define their procurement needs, to determine if funds are available to support the procurement and to determine which best value procurement approach will be used to meet their requirements. 
  • Provides technical assistance and advice to agency personnel, vendors, etc. in order to ensure compliance with established procedures.
  • Processes MMARS, and COMMBUYS procurement transactions and commodities for the Central Mass Area.
  • Evaluates requests for additional allotments and/or transfer of funds.
  • Reviews of MMARS & COMMBUYS Document Catalogs to update and correct any outstanding issues. 
  • Provides technical assistance to the Department and vendor staff to ensure compliance with established reporting requirements
  • Maintains records of all Departmental procurements both in the DMH electronic files and the Central Mass Area paper procurement files; ensures these records are kept according to OSD, CTR and Departmental rules and regulations.
  • Performs related duties as assigned. 


Required Qualifications:

  • Demonstrated knowledge of the laws, rules, regulations, policies, procedures, and guidelines governing assigned unit activities.
  • Skilled in transaction processing and reference table navigation in both MMARS and CommBUYS applications.
  • Knowledge of the principles and practices of governmental accounting, state budgetary procedures including terminology and state contracts for the procurement of goods and services as they relate to health and human services programs.
