The Emergency Management Department (EMD) seeks to fill multiply Emergency Services Coordinator positions in Riverside. The incumbent will be responsible to monitor, evaluate, develop, and implement Alert and Warning systems (WEA, IPAWS, EAS, TIS, etc.), public alert systems, and internal communication protocols; coordinate and maintain unified and effective communication strategies with stakeholders during emergencies; manage and oversee the emergency communications infrastructure (equipment and systems); recommend solutions for emergency and disaster preparedness; write and maintain emergency plans; develop and deliver training programs for staff and the public; develop and disseminate emergency communication information and materials to the public; remain current on latest technologies, best practices, and regulatory requirements; provide critical and decisive emergency management direction to EMD staff, allied agencies, departments, and partners, serving as an EMD duty officer, and performing other related duties as required Candidates with planning, managing and monitoring Federal Grants experience are highly desired.
The department seeks an Emergency Services Coordinator with experience in emergency management or working directly with Alert and Warning; as well as a public safety background; excellent organization, communication, and public speaking skills; proficient with computers with the ability to troubleshoot, and expertise in Microsoft Word, Excel, Outlook, and Teams.
Additionally, it is recommended that competitive candidates possess FEMA certifications, including, but not limited to: IS-247a: IPAWS Alerting Authority Online Training; PER-304: Social Media for Natural Disaster Response and Recovery; G290-291: Basic PIO and JIC-JIS; L0388: Advanced Public Information Officer; and L-402: Liaison Officer.

The Riverside County Emergency Management Department (EMD) is a public safety department that includes Emergency Planning Division (EPD), the Riverside County Emergency Medical Services Agency (REMSA), and the Emergency Services Division (ESD). EMD coordinates emergency management and emergency medical services in order to mitigate, prevent, prepare for, respond to, and recover from emergencies and disasters.
Examples of duties
• Plan, develop, and coordinate response to multi-hazard emergency or disaster conditions involving earthquakes, major fire/wildfires, hazardous materials, nuclear incidents, imminent/actual flooding, imminent/actual dam failures, and transportation networks.
• Develop, implement, and maintain program elements for multiple County emergency management plans in accordance with the Standardized Emergency Management System (SEMS) and the National Incident Management Systems (NIMS); review and evaluate local, state, and federal laws and regulations as they relate to disaster and emergency response program elements.
• Research, analyze, develop, and coordinate emergency preparedness procedures, response and recover plans and resources for all County unincorporated areas, individual cities on a contract basis or assigned division of responsibility; confer with various public, private and nonprofit agencies and officials to identify human and material resource needs and to formulate plans for resource mobilization during an emergency, including considerations for special accommodations (e.g., English language proficiency, individuals with disabilities, children, and the elderly, etc.)
• Plan, maintain, and coordinate the activation of Emergency Operations Center facilities, equipment and associated functional annexes in accordance with state and federal requirements; coordinate and provide support to fire and hazardous materials response teams; provide technical supervision over emergency
