GENERAL SUMMARY
The Assistant Manager of Collateral Control is responsible for the analysis and validity of collateral assigned to Cathay Bank. Supervises and trains the Collateral Analyst staff; serves as back-up to the Collateral Analyst staff and the Collateral Control Manager. Assist the Collateral Control Manager with collateral examination activities to ensure efficiency, compliance with applicable internal and external regulations, and to provide accurate valuation of collateral related to commercial loans.

The incumbent supervises the Collateral Analyst level l and ll.
ESSENTIAL FUNCTIONS
• Monitor complex and high-risk borrowers through analysis of client reporting with a special emphasis on deteriorating trends. Review the loan documents and prepare the status report.
• Handle the most complex or sensitive accounts.
• Assist in the development and implementation of examination policies, procedures, systems and forms used in evaluating client collateral and asset-based loans.
• Ensure the operational efficiency of the examination function and monitor regulatory compliance within the team.
• May coordinate collateral inspection activities.
• May review completed exams and prospect surveys to ensure compliance with established policies and procedures and adherence to established schedules.
• Serve as back up for Collateral Control Manager and act as a resource to credit administrators and other Bank personnel; interprets field exam findings and recommends solutions to identified problems when needed.
• Oversee the processing, monitoring and examining of client collateral information on asset-based loans. Includes all stages from the receipt and verification of sales journals, collateral reports and agings, to resolution of client problems and questions.
• Post and reconcile sales and accounts receivable adjustments; reconcile cash reported to cash received; investigate and resolve client inquiries; review accounts receivable aging information and collateral trending.
• Post, reconcile, and verify collateral balances and other related duties as required and assigned.
• Identify any unusual trends or practices and discuss them with CCD Manager.
• Work closely with Loan Portfolio Officers and Collateral Analyst staff to analyze complex information and resolve reporting issues.
• Analyze Borrower’s inventory assignments to identify ineligibles, note trends in inventory mix and inventory concentrations, as required by Loan Portfolio Officers. Discuss any unusual trends with Borrower and report the findings to Loan Portfolio Officers.
• Provide back up, during absences, to the Collateral Analysts and Collateral Control Manager.
• Follow existing controls in place to meet or exceed internal audit standards. Review or spot check Collateral Analyst staff work to ensure accuracy.
• Train new clients on reporting procedures.
• Train the Collateral Analyst staff to ensure that all functions are performed accurately and timely, and in compliance with Collateral Control Department Policy, CCD desktop procedure and loan documents for the Cathay Bank portfolio.
• Supervises Collateral Analyst staff on the team. Acts as trainer, mentor, and resource while providing balanced feedback and writing performance evaluation.
• Lead or participate on projects and assist in the resolution of more complex and time sensitive activities.
• Other duties include loan documents review, database preparation, and the various report preparation.
QUALIFICATIONS
• Education: College graduate with a degree in accounting or finance preferred.
• Experience: Minimum five years of borrowing base driven, asset-based lending operations experience and supervisory experience required. Experience as a field examiner or credit analyst, preferred.
