Key Responsibilities:

  • Develop and implement threat assessment programs: Provides subject matter expert (SME) for the support and development of customer policies.
  • Strategic Planning: Provides subject Matter expert level knowledge of strategic planning and policy support experience in the development, evaluation, and coordinated implementation of strategic plans, policies, doctrine, and programs throughout AOR.
  • Research and Development: Support and development of policies, via analyses and recommendations, for high priority implementation and planning efforts.
  • Manage interagency operations: High priority implementation and planning efforts involving multidisciplinary threat assessments and investigations.
  • Oversee Functional Management: Provide expert support for functional and contextual guidance in the implementation of threat assessment and management principles.
  • Recommend proactive initiatives: Propose and support proactive investigative initiatives to detect, mitigate, and prevent threats within the Department of Navy.
  • Support full-spectrum CI operations: Relevant experience in terminologies, methodologies, and IC level research and analytical techniques as applied to highly complex assignments.
  • Multidiscipline Intelligence Processes: Provides subject matter assistance in providing functional and contextual intelligence processes to include: IEW, SIGNIT, IMINT, HUMINT, MASINT, CT, CI and intelligence systems development and maintenance, Law Enforcement (LE) analysis, and other related fields.

Qualifications:

Required:

  • Security Clearance: Active TS/SCI
  • Education: Bachelor’s Degree
  • Experience: Minimum of 5 years of subject matter expert experience in providing strategic planning and policy support experience in the development, evaluation, and coordinated implantation of strategic plans, policies, doctrine and programs throughout the AOR.
  • Communication and leadership: Demonstrated excellence in oral and written communication, conflict resolution, and performance under pressure.
  • CI systems and tools: Experience with CI databases for recordkeeping and data mining.
  • Subject matter expertise: Demonstrated and relevant SME experience supporting the development of policies, via analyses and recommendations for high priority implementation and planning.
  • Program leadership: Proven experience developing, guiding, and managing complex CI and threat assessment programs at a national level.
  • Interagency coordination: Strong track record of interagency liaison within the U.S. Intelligence Community.
  • Technical proficiency: Functional computer literacy and proficiency in common computer and network applications.
  • CI program knowledge: Comprehensive understanding of the full spectrum of CI activities and program development.

Desired:

  • Behavioral Threat Assessment: Formal training in structured behavioral threat assessment and management. Examples include methodologies like WAVR-21, TRAP-18, or certificate programs from the Association of Threat Assessment Professionals (ATAP).
  • Advanced Interview & Interrogation: Certified training in advanced or specialized interview techniques for high-risk, sensitive, or trauma-informed subject interviews.
  • Insider Threat Mitigation: Specialized training in conducting insider threat investigations, including the identification of behavioral risk indicators (e.g., pathways to violence, stressors), technical threat vectors (e.g., data exfiltration, user activity monitoring), and the application of appropriate mitigation and threat management stra
