Design Engineer Team Supervisor

The Department of Environmental Services (DES) is seeking a Design Engineer Team Supervisor for its Engineering Bureau, consisting of approximately 60 employees who provide a full-scale of surveying, design, and construction management services for public works capital improvement projects.  These projects include multimodal transportation, stormwater, watermain, sanitary sewer, and other infrastructure work. The projects are complex, with competing interests in a constrained urban environment; and range from $100,000 to $10 million in construction costs with a portfolio of approximately 75 to 100 projects in various stages of design at any given time. The Bureau also utilizes consulting services as additional resources to enhance the capacity of projects. 

The Design Engineer Team Supervisor position manages a team of three (3) to four (4) Design Engineers ranging from entry level to experienced senior Engineers responsible for the development of concept plans, final design construction drawings, specifications, estimates, bid documents, and support services during construction. The design portfolio consists of utility design, roadway design, transit design, stormwater management and water quality design, as well as urban multimodal transportation infrastructure design for capital improvement projects. 

Specific duties include:

• Supervising and overseeing the work of Design Engineers including assigning and managing workloads, providing technical direction, evaluating performance, and developing staff skills through coaching and training, including ensuring compliance with applicable standards and best practices;
• Establishing design schedules for various urban infrastructure capital improvement projects based on scope of work and staff resource availability;
• Developing and maintaining a Staff Resource Allocation Plan which incorporates current and projected future workloads and accordingly assigns staff resources to optimize delivery of projects;
• Overseeing the development of Design Work Plans for various CIP projects with the following main components: design and coordination tasks, milestone-based schedules with optimized critical paths, and engineering fees based on man-hour estimates;
• Monitoring design progress against Work Plans, mitigating delays, and ensuring timely completion of design work including updating schedules, tracking budgets, and documenting critical decisions in the planning and final design phases of projects;
• Providing construction support and answering RFI’s submittals, review and approval of change orders, attending meetings and providing technical assistance, as well as serving as a member of the Engineering Bureau Leadership team, providing input on various initiatives;
• Managing the preparation of construction plans, specifications, estimates, and other construction contract documents;
• Applying a professional registration seal to plans and specifications prepared by the team, including plans that were under the incumbent’s direct supervision;
• Leading meetings and coordinating with various stakeholders such as community groups, business leaders, regulatory agencies, utility companies, and internal County agencies; and
• Updating schedules, tracking budgets, and documenting critical decisions in the planning and final design phases of a project. 

The successful candidate will possess outstanding design, project, consultant and client management skills, including technical expertise in civil engineering. Demonstrated experience in a construction plan production environment, proven track record of successfully working with various stakeholders, and strong leadership qualities. The successful candidate will be a collaborative problem solver with a demonstrated understanding of the complexities and challenges of Capital Improvement Projects related to transportation, stormwater and infrastructure.
 

Minimum: 

• Bachelor’s degree in Engineering;
• Three (3) years' progressively responsible experience in civil engineering design or engineering project management;
