Responsibilities
Peraton is seeking a Deputy Program Manager to support our NASA customer located in Wallops Island, VA, for the Space Exploration Network Services and Evolution (SENSE) Program. This position will be a hybrid of both remote telework and on site work, with some travel to other NASA locations as needed, and will require a person who is within a commutable distance locally to the Wallops Island, VA area.
As prime contractor on the Peraton Space Exploration Networks Services and Evolution (SENSE) contract, Peraton is responsible for the operation, maintenance, sustainment, and systems engineering of NASA’s worldwide satellite communication networks. Join the SENSE team to support NASA programs that integrate with state-of-the-art RF satellite communications systems and technologies. In this position, you will become part of NASA’s return to the moon, support new earth and space science missions, and launch vehicles. As Deputy Program Manager, you will need to bring a deep understanding of the NASA community, and the proven ability to meet NASA mission needs. The position focus will be on augmenting and supporting the Program Manager with execution of all work at the NASA Wallops Flight Facility (WFF) under the SENSE contract. In this role, you’ll have delegated responsibility, in the absence of the Program Manager, for the management and direction of all Direct-to-Earth (DTE) operations, maintenance, and engineering work associated with NASA’s DTE at the Wallops Island VA location and remote sites. This position is instrumental for ensuring day-to-day project requirements are met, including customer engagement and reporting, and technical, cost, and schedule compliance.
Your responsibilities will include the following:
- Assist with directing and executing DTE operations, maintenance, and engineering work at WFF within the scope, goals, milestones, and deliverables to ensure SENSE contact success. Determines work schedules, set priorities and ensures all processes and procedures are followed in support of work activities. Directs and monitors work performance to meet/exceed customer requirements. Ensures work performed meets/exceeds cost, schedule, performance and quality requirements.
- Proactively manage changes in scope, implement processes to respond quickly and effectively to task orders, identifies potential risks, develop solutions, devise contingency plans, and communicates success criteria.
- Assist the direction of work activities of DTE employees and subcontractors at various geographical location.
- Maintain and promote collaborative customer relationships. Coordinate work tasks with customer representatives. Keep customers informed on status and progress of assigned tasks. Coordinate program reviews and directs the preparation of status and progress reports.
- Establish and monitor financial controls to adhere to task order budgets. Maintain task order cost estimates and accounting records. Monitor budget expenditures and support the preparation of budget plans and financial reports.
- Support Root Cause/Corrective Action (RCCA) activities and Risk Management efforts.
- Prepare, present, and deliver briefings and reports to the customer.
- Establish milestones and manage adherence to master plans and schedules in accordance with task order scope, milestones and deliverables.
- Support the preparation and submission of task order proposals, including developing subcontractor statements of work and specifications, and participates in planning operating budgets for DTE operations work.
- Assist with monthly financial forecasts, analyses, prepare and present variance analyses, and accomplish financial forecasting.
- Occasional travel to other sites as needed.
Qualifications
REQUIRED EXPERIENCE:
- Bachelor of Science degree in Engineering, Science or other related technical disciplines and 10+ years of directly related experience, or an MS degree and 8+ years of related experience
- 4+ years of specialized experience in the management of technical personnel and programs for government, military or industry
- 4+ years of government contracting experience for large federal DOD or civilian programs
- Demonstrated knowledge of satellite ground station operations, mission management, flight dynamics, system integration, and maintenance
- Experience with large hardware and software engineering, integration, launch, operations, maintenance and sustainment efforts
- Experience performing financial planning and cost analysis
