Deputy Marshal

Summary

The Deputy Marshal serves as a law enforcement officer responsible for providing security for Municipal Court operations and other city buildings, enforcing parking ordinances, and ensuring a safe and orderly environment.

This role includes bailiff services, prisoner transports, enforcing parking ordinances, and managing building security systems. The Deputy Marshal maintains compliance with TCOLE and state law requirements while promoting professionalism and collaboration with city staff, citizens, and local law enforcement entities. This position emphasizes accountability, professional integrity, and service in a non-traditional law enforcement environment.

Essential Duties and Responsibilities (Other duties may be assigned).

The essential duties and responsibilities of this position reflect the expectations of a Texas law enforcement deputy serving within a Marshal's Office. Deputies serving in this role must be able to perform each listed essential duty and responsibility. Duties and responsibilities include the following:

Peace Officer Duties

• Safely operate a motor vehicle under various conditions, including emergencies, to perform law enforcement responsibilities.

• Enforce state laws and municipal ordinances, including making arrests and conducting investigations.

• Subdue, detain, or restrain offenders using appropriate force while adhering to departmental policies and safety protocols.

• Maintain physical and mental readiness to perform all peace officer duties, including the proper use of defensive tools and equipment.

• Maintain proficiency in firearms. Deputy must successfully pass an annual firearms qualification.

Courtroom and Building Security

• Provide bailiff services for Municipal Court, ensuring the safety of court staff, participants, and the public.

• Conduct regular security patrols in and around city buildings, monitoring for suspicious activities and enforcing security protocols.

• Oversee and operate security systems, including access controls, surveillance, and alarm systems.

Prisoner Transport and Process Service

• Safely transport prisoners to and from detention facilities, ensuring compliance with all safety and legal protocols.

• Execute warrants and serve legal documents issued by the Municipal Court.

Parking Ordinance Enforcement

• Respond to parking complaints.

• Enforce city parking ordinances by issuing citations, managing parking-related disputes, and maintaining accurate records of enforcement activities.

Report Writing and Documentation

• Prepare detailed reports documenting arrests, security incidents, and other law enforcement activities within Municipal Court and city buildings.

• Ensure reports are accurate, thorough, and submitted in a timely manner to supervisors.

Public Interaction and Professionalism

• Provide assistance to court staff, city employees, citizens, and legal professionals, fostering a service-oriented approach to law enforcement.

• Safeguard cash transactions and other sensitive materials handled by city staff.

Training and Certification Maintenance

• Maintain required TCOLE certifications and complete ongoing training to ensure readiness for all aspects of the position.

• Participate in professional development opportunities to improve skills in non-traditional law enforcement practices.

• Stay current on state laws and city ordinances.

Compliance and Chain of Command

• Follow directives from supervisory personnel, ensuring adherence to departmental policies, TCOLE rules, and state laws.

• Exhibit punctuality, regular attendance, and a commitment to maintaining physical and mental readiness for duty.

Minimum Qualifications

• High School Diploma or GED

• Active Texas Peace Officer License

• 1 year law enforcement experience

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:    

• Some college course work

• Advanced Peace Officer Certification

• 5+ years law enforcement experience

Knowledge, Skills & Abilities

• Knowledge of Laws and Regulations: Comprehensive understanding of the Texas Penal Code, Texas Code of Criminal Procedure, and the Code of Ordinances of the City of Garland.
