Redhorse is seeking a qualified Project Manager (PM) to lead an established high-performance team supporting an identity management program within the General Services Administration (GSA) in the Washington, DC metro area. The primary work location is remote. The Project Manager (PM) will be responsible for providing general project and contract-level support to Federal clients. Responsibilities include understanding of contract initiatives, identification and coordination of project resources, creation of progress reports, management against budget targets, communication with the client and other activities in support of overall project success. The PM will ensure consistency with company strategy, commitments, goals, contractual obligations, and regulatory requirements. Occasional support will be required in the response to solicitations and development of proposal material.

Responsibilities:
- Manage all aspects of assigned project engagements and contracts, including planning, coordinating, and making decisions on cost, technical approach, schedules, performance metrics, quality control, recruiting, personnel management, and client care.
- Managing project personnel to include resource allocation, performance management and measurement, salary administration, security requirements, recruitment, and training to meet the client and organization’s expectations.
- Understand company financial accounting, contract requirements, development of cost estimates, and budget adherence, monitoring, control, and reporting to ensure consistent and accurate management of projects.
- Assist Redhorse leadership in compiling accounting and financial management reports such as monthly financial statements, financial audits, budget analysis reports, etc.
- Interface with customers to ensure successful delivery of requirements.
- Facilitate PMO and In-Progress Reviews with the customer
- Develop and implement project documents including work instructions, process improvement initiatives and other related items in support of the overall client and project goals.
- Provide technical, managerial, and administrative direction and support for problem definition, analysis, requirements development, and implementation for solutions in the subject matter area.
- Provide management and technical oversight of project staff supporting client initiatives per Redhorse’s policies and procedures.
- Consciously create a workplace culture that is consistent with the overall organization's and that emphasizes the identified mission, vision, and values of the organization.
- Develop senior leadership talking points for internal GSA and external meetings and conferences.
- Assist with facilitating working group meetings and contributing content during meetings and briefings as requested.
- Document and maintain processes and procedures and develop associated workflows.
- Assist with evaluating and recommending improvements to MSO business processes by evaluating program objectives, as-is processes and objectives yet to be achieved.
- Assist with continued change management and training on the Jira Help Desk platform.
- Perform other tasks as assigned.
Minimum Basic Requirements for Skills, Experience, Education and Credentials for the Project Management Analyst include:
- Bachelor's Degree and 14 years of experience in project management or equivalent.
- Certification in Project Management Professional (PMP) is a plus.
- Excellent communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with the Google suite is desired.
- Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
- Familiarity with relevant Federal technology issues, policies, regulations or practices is highly desirable. Experience with or knowledge of identity, credential, and access management (ICAM), government acquisition/contracting practices, programs and regulations is preferred.
- Experience with GSA or other federal agencies is preferred.
- Ability to plan, execute and deliver on projects promptly, with the added ability to multi-task on varying projects and initiatives.
