The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to many thousands of individuals each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. 

The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight and guidance to IOM’s global support to all resettlement programs. Under the general supervision of the Senior Operations Officer (USRAP),  in close coordination with the Senior Migration Health Advisor and under the direct supervision of the National Medical Movement Operations Officer (USRAP), the Associate Medical Movement Operations Officer, USA, is responsible for guiding all medical movement operations activities and clinical consultation services in the USA.

1. Receive medical information packages for severe medical cases, validate the information and share these reports with the resettlement agencies as required in order to properly organize handover and post-arrival services for the upcoming medical cases.
2. Use IOM Information systems (MiMOSA and RMI) to process and track medical movements, information, and travel requirements.
3. In coordination with the National Medical Movement Operations Officer and the Senior Migration Health Advisor, discuss upcoming medical movements with escorts/Operations (US and overseas) staff and review travel plans for medical escorts with U.S. Operations, providing feedback/advisory to sending missions on the best travel options from the US domestic perspective.
4. Clarify medical travel requirements in regard to the sending missions, ensuring that all medical reports are valid and in compliance with relevant IOM SOPs. Collect and report data inconsistencies in medical and travel documentation.
5. Ensure that international and domestic bookings/itineraries for medical and certain categories of vulnerable cases are done in the best possible way and comply with IOM SOPs.
6. Coordinate special travel arrangements between IOM sending missions, IOM U.S., IOM domestic service providers and IOM Ports of Entry (POE), monitor implementation, completion, and costs, with particular focus in the following areas:
a. Special travel or accommodation arrangements (e.g., mobility arrangements or additional stay at POE).
b. Oxygen requirements.
c. Ground or air ambulance.
7. Follow up with the Resettlement Agencies on special handover or post-arrival hospitalization requirements for medical cases.
a. Facilitate post-arrival hospitalization process by timely collecting, validating and sharing post-arrival recommendations. Ensure the post-arrival medical referral form is available for the Resettlement Agency for each case that requires it.
b. Discuss special handover arrangement with RAs/affiliates/public health services and share this information with IOM sending missions and medical escorts.
c. When required, discuss transfer arrangements with the receiving hospital, facilitating direct communication between the overseas and domestic case managers.
8. Support POEs and U.S. Operations in assisting refugees requiring emergency health care and hospitalization, including collection of relevant medical reports, managing medical bills, collection of documents for Medicare/Medicaid. Provide monitoring and support to refugees hospitalized in transit.
9. Keep track of IOM medical movements/escorts, including collecting Escort Handover Reports and feedback on IOM escorts received from the affiliates. Provide periodic reports and case studies based on the collected data.
10. Create and address medical incident reports using the U.S. Operations Incident Report Database.
11. Contribute to the development and maintenance of the IOM U.S. Operations SOPs, USRAP Chapter of the MMM in regard to medical case travel and other relevant guidelines.
12. Provide input and participate in testing of IOM Information systems covering movement of medical cases, including their interfaces with other agencies (PRM, CDC).
