Working from home will be an opportunity to a certain extent. Occasional project meetings at other NCIA/NATO locations should be expected.)</p><p><strong>Time On-Site: </strong>75%</p><p><strong>Total Scope of the request</strong> (hours): 836</p><p><strong>Required Start Date:</strong> 6 May 2024</p><p><strong>End Contract Date:</strong> 31 December 2024</p><p><strong>Required Security Clearance:</strong> NATO SECRET</p><p><strong>Duties and Role:</strong></p><ul> <li>Under the direction of the Head Project Management Officer (HPMO), but largely on own initiative, the incumbent will perform duties such as the following:</li> <li>Manage projects to ensure they are delivered within agreed scope, time, cost and quality limits, and in accordance with NCIA project management practices and processes. This includes all project aspects: risk management, issue management, financials management, project team management, stakeholder management, resource management, quality management, change management, requirements management, transition into service operation, contractor management, procurement management etc.</li> <li>Develop cost estimates, price proposals, business cases</li> <li>Report / communicate on project progress internally (within NCIA) and externally</li> <li>Manage &amp; escalate project exceptions as required and proactively; including the proposal of mitigation actions</li> <li>Use the ServiceNOW framework used by NCIA</li> <li>Develop &amp; maintain project and resource plans in compliance with NCIA's directives and project management best practices.  This includes: Monitor and control project progress to ensure resources are consumed in accordance with the approved budget and within the approved timelines; Identify, plan, request and manage the deployment of resources to meet project milestones and initiate corrective actions when necessary;</li> <li>Use EBA (Enterprise Business Application; NCI Agency ERP system), monitor and control project financial status and execute project managers duties in Agency defined Procure to Pay process</li> <li>Deputize for higher grade staff, if required;</li> <li>Performs other duties as may be required.</li> </ul><p><strong>Requirements</strong></p><p><strong>Skill, Knowledge &amp; Experience:</strong></p><ul> <li>The candidate must have a currently active NATO SECRET security clearance</li> <li>Prior and proven experience of working in an international environment;</li> <li>Recent and proven experience (at least five years) as project manager for large CIS infrastructure project(s), preferably in a large and international organization;</li> <li>Proven experience in managing large projects (more than 5 MEUR value);</li> <li>Prior experience in writing Business Case and seeking authorization from Executive level</li> <li>Experience in communications in front of higher management and large groups (briefings, written and oral presentations);</li> <li>A Master of Science (MSc) degree at a nationally recognised/certified University in a related discipline; Or exceptionally, the lack of a degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this post; </li> <li>Proven knowledge and experience in state-of-the-art technologies, relevant to the work, including information processing and transfer of information</li> <li>Formal project management qualification such as PRINCE 2 or PMI PMP;</li> <li>Proficiency in using MS Office and SharePoint tools;</li> <li>Proactive attitude in seeking and maintaining trust from stakeholders;</li> <li>Experience in private and/or public cloud infrastructure deployment, user and application migration projects (IaaS, PaaS, SaaS) and transition of projects to services and operations;</li> <li>Ability to c
