JOB DESCRIPTION:

This is professional engineering work of a managerial nature. Duties include administering a broad variety of complex engineering responsibilities relating to the effective operations of a major unit of the Department of Administrative and Financial Services. This position provides engineering guidance to professional and technical personnel performing complex tasks. Work is performed under administrative direction.

TYPICAL DUTIES:

• Reviews project parameters to determine necessary professional services.
• Reviews construction documents and specifications prior to the bidding process.
• Oversees, monitors and reviews construction projects to include budget and schedule conformance and approval of change orders.
• Reviews and makes determinations regarding contractors and pre-qualification status.
• Develops and monitors project budgets, construction contracts and modifies terms as appropriate.
• Participates in data collection
• Provides appropriate DAFS staff with information for legislative committees
• Provides estimated costs for fiscal notes
• Provides information in response to FOAA requests

REQUIREMENTS:

• Knowledge of engineering principles and practices.
• Knowledge of budgetary policies, procedures and practices.
• Knowledge of record keeping procedures and practices.
• Knowledge of construction methodology, including cost estimating principles.
• Knowledge of personnel policies and procedures.
• Knowledge of collective bargaining agreements.
• Ability to communicate effectively.
• Ability to write clearly and effectively.
• Ability to deal effectively with people.
• Ability to write statistical reports and maintain records.
• Ability to assign work to professional and technical personnel.

MINIMUM QUALIFICATIONS:

B.A. in Engineering and two years of experience, Licensure as a Professional Engineer in the State of Maine preferred.
