EMPLOYMENT RELATIONSHIP: Just cause subject to probationary period

GENERAL SUMMARY

Under direction, assists in the implementation of projects that support homeland security programs. Develops project plans, coordinates purchases, tracks expenditures, and ensures proper completion of assigned projects. Develops plans, policies and procedures related to prevention of, protection against, responding to, and recovering from acts of terrorism or other significant events. Assists in coordinating and facilitating training and exercise activities. Researches best practices and emerging trends in homeland security.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Assists with the implementation of approved homeland security projects. Makes project purchases, tracks expenditures, and prepares all required reports. Ensure projects remain on time and on budget.

Assists department leadership in the development, revision and maintenance of plans, policies and procedures related to prevention of, protection against, response to, and recovery from acts of terrorism or other significant events.

Utilizes various local and regional Homeland Security Assessment and Strategy results and the Statewide Homeland Security Strategy (SHSS) to substantiate recommendations for homeland security initiatives.

Conducts research on best practices and emerging trends in public safety and makes recommendations for programs that support the jurisdiction’s preparedness needs.

Assists department leadership in developing and maintaining a strategic plan for county-wide, multi-disciplinary public safety training and exercises.

Coordinates training and exercises by arranging for instructors, securing training/exercise location sites, providing logistical support, and developing support materials for county-wide public safety training and exercise programs.

Instructs public safety training programs and facilitates public safety exercises as assigned.

Maintains accurate records related to planning, training and exercise activities.

Maintains and updates knowledge through conferences, seminars and in-service training as determined in consultation with department leadership.

Performs support tasks of a confidential nature relating to all areas of emergency management/homeland security including prevention, protection, response, recovery and mitigation.

Operates an automobile to perform assigned job functions.  

Performs related duties as assigned.

QUALIFICATIONS

Required Education and Experience

  • High school diploma or GED
  • One (1) year of experience implementing and tracking public safety projects
  • One (1) year of experience developing and utilizing plans, policies and procedures to prevent, protect, respond to and recover from significant public safety events.

Preferred Education and Experience

  • Associate degree or the completion of 60 college credit hours from an accredited college or university in Emergency Management, Homeland Security, Public Administration or a related field
  • Three (3) years of experience implementing and tracking significant projects in a state or local emergency management agency

Required Licenses or Certifications

  • Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel

Preferred Licenses or Certifications

  • Professional Emergency Manager (PEM) designation issued by the Michigan State Police, Emergency Management and Homeland Security Division, or equivalent designation

  • Principles and best practices of emergency response and preparedness for significant public safety events
  • Local and Regional Homeland Security efforts
  • Principles and best practices of specialized emergency response teams
  • Principles and best practices of public safety training and exercise programs
  • Homeland security grants including the processes and structures in place to support the grant activities and outcomes

Skill in:

  • Providing organized support for effective project implementation
  • Working effectively in stressful conditions and making responsible decisions appropriate to the scope of the position according to established laws, policies and procedures
