About this position

The overall function of this position is to serve as a Timekeeper in the Business Office. This position is located in District 61/Unit 001/Accounting Section at the Department of Transportation and Development and reports directly to the Administrative Program Manager 3. The incumbent is responsible for receiving, preparing, reviewing, and entering invoices from external vendors for payment on a daily basis. This position ensures the accurate and timely processing of accounts payable while maintaining compliance with applicable department policies and procedures.

Three years of experience or training in accounting, auditing, bookkeeping, or financial operations or computations.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience.

Job Duties:

  • Process vendor invoices, purchase orders, goods receipts, and contract/non-contract payments using SAP ECC, SRM, MIGO, ME23N, MIR7, and FV60 while ensuring accurate coding and budget compliance.
  • Audit expenditures, reconcile vendor statements, resolve payment discrepancies, and verify vendor, pricing, quantity, and accounting information before payment.
  • Prepare and submit daily accounts payable packages to Financial Services and maintain vendor files, pending payment spreadsheets, and petty cash reimbursement records.
  • Serve as Unit 001 Timekeeper by accurately processing employee time, leave, overtime, attendance, and work order coding in compliance with DOTD policies.
  • Generate and audit payroll reports in LaGov HCM/PTMW, including ZT37, ZT20, ZP97, ZP241, and ZT24E, to verify payroll accuracy and compliance.
  • Prepare and submit Prior Period Adjustments (PPAs) to correct payroll errors involving hours worked, overtime, leave, equipment usage, and payroll coding.
  • Perform district-wide payroll audits by reviewing Construction and Maintenance payroll packages, validating Cost Centers, WBS Elements, Work Orders, leave, attendance, and pay codes, and assisting timekeepers with discrepancy resolution.
  • Serve as the primary liaison between vendors, Financial Services, Accounting Supervisors, Section Heads, and internal customers to resolve accounting and payroll issues and improve business processes.
  • Ensure compliance with DOTD procurement policies, records retention requirements, and state payroll and accounting regulations while providing backup support for workers' compensation leave buyback processing and emergency/disaster operations.

Appointment Type: Probational, Promotional.    

Work Schedule: 7:00 AM to 3:30 PM, Monday - Friday

Compensation: $16.86 hourly/1,348.80 biweekly
