The Department of Environmental Services (DES) is seeking a Construction Management Supervisor to lead the Construction Management section of their Water, Sewer & Streets (WSS) Bureau.

The WSS Construction Management section oversees the contractors responsible for maintaining Arlington’s 1,058 lane-miles of public streets, 443 miles of sidewalks, 458 miles of gravity sanitary sewers, 4 miles of sewer force mains, and 373 miles of storm sewer. The overall budget of work executed by these programs is approximately $20 million per year. Projects managed by the team members vary in size, scope, and complexity with individual project budgets ranging from $10,000 to $5 million.

Specific duties include:

  • Supervising a team of nine (9) construction managers, two (2) equipment mechanics, and four (4) summer interns, including the recruitment and hiring, assigning and managing workloads, performance evaluations, and staff development through coaching and training;
  • Reviewing, drafting, and procuring construction Invitations to Bid (ITBs), Small Purchase Negotiations (SPNs), Board Reports recommending contract awards, and associated purchase orders;
  • Assisting construction managers in communicating upcoming construction activities to civic associations, business improvement districts (BIDs), and property owners, including responding to inquiries and resolving issues that arise during construction;
  • Conducting field inspections to monitor quality of work to ensure that all construction work performed by the Bureau’s on-call contractors in public rights-of-way and easement areas comply with governing codes, standards, and specifications;
  • Monitoring the scheduling of projects, milestone progress, and providing technical direction to construction managers to ensure conformance with each maintenance program’s objectives as well as the Bureau’s Mission, Vision, and Values;
  • Coordinating small engine and battery-operated equipment replacement for the Bureau and oversee the Bureau’s annual controlled assets verification;
  • Serving as the final signatory on contractor invoices submitted for payment authorization;
  • Recommending approval for contract change orders and rendering decisions to settle contract disputes;
  • Overseeing contractor hauling snow removal operations during winter; and
  • Ensuring that all Construction Management section activities are carried out properly and safely.

Minimum Requirements:  

  • Bachelor’s degree in Civil Engineering or other related field; and
  • Significant experience inspecting highway, utility, and/or bridge construction and experience in construction contracts.

Substitution: Additional directly related experience can substitute for the education requirement on a year-for-year basis.

Desirable:  Preference may be given to candidates with experience in one or more of the following:

  • Supervising a team of construction managers who oversee public works projects;
  • Conducting constructability reviews of engineering drawings and field conditions to identify potential obstacles prior to construction;
  • Managing and monitoring construction budgets; and/or
  • Using Cartegraph, SAP, or Cityworks asset management software in conjunction with Microsoft Excel to create reports, track progress, and analyze data.

Possession of one or more of the following Certifications/Licensure is preferred:

  • Project Management Professional (PMP) Certification;
  • Certified Construction Manager (CCM) Credential;
  • Professional Engineer (PE) Registration in Virginia or a state with reciprocity.
