This role will be based in Mountain View, CA.

The work location of this role is hybrid, meaning it will be performed both from home and from a LinkedIn office on select days, as determined by the business needs of the team.
Our Products and Services Marketplace (PSM) vision is to become the definitive B2B commerce platform for all organizations worldwide, empowering marketers, sellers, buyers, users and customers to drive better outcomes for themselves and their businesses. The PSM strategy recognizes that we will continue to deliver value to our LMS and LSS businesses, and that the lion’s share of our investment will be going to directly drive growth in these two areas. The Engineering Operations Manager will lead and optimize position management, workforce planning, and expense management for PSM, while closely partnering with the Chief of Staff (CoS) on high-impact ad hoc initiatives. This role serves as a key connector across PSM and partner organizations such as Finance, Talent Acquisition (TA), and TPM community to ensure strategic alignment, operational efficiency and excellence.
Successful candidates will have a solid track record of program and project management and will have demonstrated excellent leadership, along with superior organizational and communication skills in leading teams and programs to deliver successful outcomes.
Key Responsibilities
Review and action headcount requests, ensuring timely prioritization and TA assignment.
Partner with CoS, TA and hiring managers to manage requisitions.
Oversee and continuously improve headcount tracking tools and processes, ensuring effective collaboration across Engineering, Finance, and TA.
Partner with Finance and TA to forecast hiring needs, attrition rates, and internal transfers.
Partner with Emerging Talent program teams to support hiring and conversion processes.
Develop supplemental dashboard views to support Engineering geo strategy and organizational design discussions.
Conduct ad-hoc analysis for workforce planning scenarios.
Achieve time-to-fill (TTF), headcount budget and unit targets.
Manage contractor allocation process taking into account internal requests from engineering managers and external vendor management.
Support annual planning to meet target guidance.
Create and manage budget planning views for strategic decision-making.
Review and approve incremental budget changes and updates to forecast submissions.
Monitor risks and opportunities to drive required actions.
Drive financial discipline within PSM.
Achieve variance targets issued by Finance for OpEx and CapEx.
Ad Hoc Projects: Develop strong partnerships with engineering and product management leaders to drive focus on tactical programs

Qualifications
Basic Qualifications:
B.S./B.A. Business Administration or related technical field, or equivalent practical experience
7+ years professional experience in an engineering or technical team, managing programs/projects
Preferred Qualifications
Experience in workforce planning cycles, including hiring targets and attrition modeling.
Knowledge of cost management principles, resource optimization, and productivity tracking.
Familiarity with organizational design and scaling engineering teams.
Strong program management and organizational skills with attention to detail.
Ability to influence and partner with senior stakeholders across Engineering, Finance, and HR.
Experience preparing executive-level presentations and delivering clear communication.
Strategic thinker with ability to balance short-term execution and long-term planning.
Comfortable working in fast-paced, ambiguous environments and adapting to shifting priorities.
