JOB SUMMARY

The Office of the City Council President is seeking an Operations Specialist I (Data and Policy Analyst) to support the Council’s legislative, policy, and oversight responsibilities under the guidance of the Deputy Director of Oversight.

This position performs professional and analytical work requiring independent judgment in the practical application of management and analytical principles to improve operational effectiveness, evaluate agency performance, and support data-informed decision-making. The role plays a key part in monitoring City operations and budgets, evaluating programs, and providing data analysis to support oversight, accountability, and policy priorities.

Hours: Monday – Friday, 9:00 a.m. – 5:00 p.m., in-person Monday through Thursday; some evenings may be required based on hearing schedules, workload, and deadlines.

ESSENTIAL FUNCTIONS

· Conducts complex studies and analyses of City operations, programs, and services to support oversight, policy, and budget priorities.

· Collects, compiles, and interprets data from multiple sources to identify trends, assess performance, and make recommendations.

· Prepares written reports, policy memos, and presentations summarizing findings and recommendations for internal and public audiences.

· Designs dashboards, charts, and visualizations to communicate key insights to leadership and stakeholders.

· Conducts research on best practices, municipal benchmarks, and relevant policies to inform the Council’s work.

· Liaises with City agencies and internal staff to gather data, maintain communication channels, and ensure accuracy of information.

· Supports oversight and legislative hearings by preparing data summaries, presentations, and briefing materials.

· Consults with supervisors and management to interpret findings and recommend operational improvements.

· Performs related duties as assigned.

MINIMUM QUALIFICATIONS

Education:

· Bachelor’s degree in computer science, data science, urban planning, public policy, public administration, or a related field.

Experience:

· At least three (3) years of work experience in a related field performing analytical, operational, or policy research functions.
