About the Position:

The Virginia State Police (VSP) is seeking to hire an Information Technology (IT) Senior Procurement Officer in our Property and Finance Division at our Administrative Headquarters in North Chesterfield, Virginia. The job duties for this position include but are not limited to:

• Developing and executing IT sourcing strategies for services and goods.
• Identifying solutions to IT procurement business problems and facilitating the process of evaluating, negotiating, and selecting IT solutions that provide the best value.

Minimum Qualifications

Knowledge:

• Of governmental procurement principles, practices, and methods of procurement for various Information Technology and Non-Information Technology goods and services.
• Of interpreting the Virginia Public Procurement Act (VPPA) and other policies and procedures related to governmental purchasing.
• Of developing and managing request for Proposals (RFPs), Invitation for Bids (IFBs), and other contractual documents.

Skill:

• In evaluating bid and proposal specifications, terms, conditions, and cost elements.
• In researching, analyzing, and preparing complex specifications, solicitations, and contract documents.
• In negotiating contracts.
• In using Microsoft Office applications to include Word, Excel, PowerPoint, and Outlook to produce official documents, spreadsheets, and presentations.

Ability:

• To research and procure complex goods and services.
• To analyze data and prepare reports.
• To plan, organize, and prioritize multiple procurement projects.
• To apply analytical and problem‑solving skills to make sound recommendations.
• To communicate effectively orally and in writing in English.
• To present information and recommendations clearly and persuasively.
• To advise personnel and management on procurement processes and issues.
• To maintain organized contract files and records.
• To work independently and lead procurement efforts.
• To manage time effectively.
• To build cooperative working relationships with colleagues, managers, suppliers, and public agencies.
• Extensive experience with public procurement, contracting laws and state regulations.
• Demonstrated experience with complex requirements and technology related procurements, service contracts, business writing, and fiscal procedures.
• Must have a Virginia Operator's License.
• Graduation from high school or equivalent.

Additional Considerations

• Certification as a Virginia Contracting Officer (VCO), Certified Public Purchasing Officer (CPPO), and/or Certified Professional Public Buyer (CPPB) are preferred.
• Experience in the procurement of a wide variety of goods and services within state or local government is preferred.
