About the role
This position leads the team responsible for provision of comprehensive tax advice and support to Citi’s global ICG and PBWM businesses with respect to federal, international, foreign, indirect taxes, and state and local tax issues. The position advises on operational tax risks, income tax risks and client transaction tax and franchise risks arising in connection with review of the tax suitability of products.
The position is expected to stay abreast of regulatory and legal issues impacting the businesses globally and to actively participate in - and frequently, lead - the industry initiatives relating to financial products and services, including proactively providing businesses with tax updates. The successful candidate has proven experience exercising good legal and business judgment to develop proactive business-oriented tax solutions.
Adaptation of exceptional communication skills for stakeholders across the organization is critical. The successful candidate will have the ability to make complex tax topics simple for any audience. The successful candidate will be able to communicate clearly and concisely with senior business leadership and other internal senior stakeholders about tax and franchise risks and costs; will oversee education of the businesses on new legal developments and will ensure that new controls and procedures are launched successfully; and must also be able to exercise discretion and judgment with respect to tax determinations, tax positions to be taken by the Firm, and tax opinions produced by outside advisors.
The position directly and indirectly manages a team of over 11 across the globe. The team is responsible for three main areas, as follows:
Business Tax Advisory
Each team member, including this position, must have a broad range of tax and legal expertise, business acumen and analytical skills to understand complex transactions, in addition to a working knowledge of financial statements/accounting. The position requires familiarity with taxation of complex financial products, such as structured derivatives, all types of lending arrangements for corporate and individual clients, as well as of a broad range of financial services, including payment process, custody and cash management. The team sits on cross-functional approval committees and engages with partners in tax, finance, legal, accounting policy and risk. They also engage with senior business leaders. They coordinate matters with the Citi tax compliance and the Citi tax information reporting functions. This position provides final oversight and approvals globally for the most significant products, services and risks managed by the team.
U.S. tax information reporting, FATCA and CRS
The team supports all of Citi's businesses by providing advice to businesses and operations teams with respect to U.S. tax information reporting and withholding rules, including FATCA, as well as the Common Reporting Standard (CRS). The team advises business and operational teams on processes necessary to ensure that required tax and CRS documentation is collected, appropriate withholding is applied and reporting is timely and accurately performed. The team works in partnership with the Businesses, Operations, Risk and external advisors to pro-actively develop tax process solutions. The team oversees the QI/QDD periodic review and certification processes and coordinates with tax operations on FATCA certification processes. This position will guide and provide final approval globally for the most significant products, services and risks managed by the team.
Client/Operational Tax Implementation Oversight
This global team provides advice to all regional non-US businesses and operations with respect to tax rules impacting financial products and services for customers and clients in all countries in that region. The team plays a critical and influential role in shaping and driving change across Citi. The focus is on partnering with stakeholders throughout the Firm to ensure that the applicable operational tax requirements – including withholding tax, VAT/GST, stamp tax and transaction taxes - are up-to-date, understood, and implemented appropriately for each Business in the region. The team also support Businesses and Operations in any remediation of tax processes by providing advice regarding efficient improvement of controls and processes. The teams in each region also support inclusion of all up-to-date tax rules for the region in any requisite regulatory databases, by partnering with internal and external subject matter experts.
