Summary
The Senior Manager of ICF Services is responsible for the overall leadership, supervision, and daily operations of Intermediate Care Facilities (ICFs) for individuals with intellectual and developmental disabilities. This position ensures high-quality, person-centered services while maintaining compliance with federal, state, and local regulations. The Senior Manager provides strategic oversight, supports interdisciplinary teams, and promotes a culture of accountability, dignity, and respect. This is a hybrid position with a combination of remote, in office and onsite work.
The Senior Manager of ICF Services demonstrates and practices the New Avenues to Independence values and is responsible to promptly report to supervisor any circumstances that affect the health, safety, or well-being of residents, staff, the agency or its equipment.
Essential Duties and Responsibilities
- Provide leadership and operational oversight for all assigned ICF locations.
- Supervise ICF Managers (RCMs and QM), and other designated staff; ensure proper staffing and coverage in accordance with the master schedules.
- Monitor and ensure compliance with all applicable federal, state, and local regulations, including ICF/IID regulations, licensing standards, and agency policies.
- Lead and participate in surveys, audits, and inspections; ensure timely follow-up on any citations or corrective actions.
- Support development and implementation of individual service plans (OISPs) and behavior support plans.
- Monitor program outcomes and quality indicators; implement continuous quality improvement initiatives.
- Assist with training and development for staff, including presenting during orientation, ongoing education, and regulatory requirements.
- Ensure person-centered care and advocacy for individuals receiving services.
- Respond to incidents, emergencies, and investigations in collaboration with internal and external teams.
- Foster strong communication and collaboration across departments and with families, guardians, and external partners.
- Participate in budget planning and monitor expenditures to ensure fiscal responsibility of the department
- .Assist with strategic planning and expansion or transition of services as needed.
- Active member of on call responsibilities include Senior Leadership notification rotation
- Other duties as assigned.
Requirements
Qualifications:
- Bachelor’s degree or 4 years’ experience in I/DD or closely related field
- Two years’ experience in I/DD or closely related field and at least 5yrs supervisory experience
- Demonstrated ability for self-direction in work
- Able to work with all governmental regulatory agencies.
- Has current working knowledge of, and complies with all regulatory agencies including Medicaid regulations and DODD Rules.
- Valid Ohio Driver’s License
- Driving record that meets agency requirements
- Must have vehicle liability insurance
- Extensive proficiency in Microsoft Office Products – Word, Excel, Power Point, Outlook
