Your Specific Responsibilities:
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. The incumbent is responsible for the management of the Client Registration and Scheduling section, and We Care Program, for the Escambia County Health Department (Escambia CHD). Performs a wide range of duties under the limited supervision of the Senior Public Health Services Manager - SES. Plans and directs daily activities of employees. Communicates and leads collaboratively, following the laws, rules, regulations, policies, and procedures for responsible programs. Travel may be required. The incumbent must maintain a state Purchasing Card (P-card) and have a working knowledge of the My Florida Market Place (MFMP) System, Ariba on Demand, and WORKS.
Management: Manages the Client Registration and Scheduling section. Ensures that services pertaining to the call center, scheduling appointments, client check-in, eligibility verification, cashiering functions and medical record requests for Escambia CHD medical clinics are managed in accordance with local and State policies, laws, and regulations.
Health Management System (HMS) and Electronic Health Records (EHR): Lead Administrator of HMS, including but not limited to providing technical assistance for all FDOH-Escambia staff utilizing the HMS system; identification and resolution of problems related to the operation of the system, and quality assurance of the data maintained by the system. Provide training materials to employees, assist staff in identifying, creating, and running reports. Identify, verify, and merge/purge duplicate clients resolving inaccurate service and billing information. Update tables reconcile outstanding lab orders/coding entries and customize menu routines. Participate in pilot training developments and new enhancements. Serves as the lead for all matters related to Electronic Health Records implementation, including meaningful use. Local system administrator for Change Healthcare.
Manages the We Care Program: Monitors the recruiting of health care providers for the We Care Program, eligibility determination for We Care clients, completing and submitting required reports and maintaining documentation for sovereign immunity contracts for providers. Also includes oversight of the McMillan funds.
Information Custodian: Assures compliance with current Department of Health security policies by fulfilling the Information Custodian responsibilities described in Security Policy 3, Areas of Responsibility. Ensures that datasets under incumbent’s responsibility are available to those who need to know, protects the integrity of assigned datasets, and assists the Security Coordinator as needed to comply with policies and procedures.
