DISTINGUISHING FEATURES OF THE CLASS:        The work involves managing the design, development,

implementation and maintenance of the clinical healthcare information systems at the Erie County Medical Center Corporation. The incumbent researches new, innovative and emerging technologies and identifies those that may play a role in organizational goals and objectives, ensures the successful implementation of these technologies and maintains service levels to the organization. Work is performed under the general direction of the Director of Applications. Supervision is exercised over lower level technical and clerical staff. Does related work as required.

 

TYPICAL WORK ACTIVITIES:

Manages the portfolio of clinical application systems including products and services that support the medical staff, physicians and clinical areas and ensures software applications meet business requirements and are consistent with best industry practices;

Manages and communicates with vendors providing clinical applications and application support services;

Consults with internal departments to understand current and future clinical business requirements and issues and develops appropriate support plans for the planning, development, implementation and maintenance of new and existing clinical application systems;

Manages the daily activities of the clinical information support area including assigning and scheduling work and establishing and evaluating specific performance standards;

Monitors adherence to protocols by department staff and users of ECMC’s information systems;

Assists in the development of technological plan and budget;

Participates in various meetings;

Serves as liaison across various ECMC departments and functions;

Attends regular training sessions and management classes to improve patient care and customer communication;

Keeps abreast of latest clinical application systems innovations and trends and identifies opportunities consistent with the organizational strategic direction.

 

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles and practices associated with the design, development, implementation and operation of clinical information systems; good knowledge of health information protocols and processes; good knowledge of clinical workflow; good knowledge of applicable regulatory and compliance requirements; good knowledge of project management techniques; ability to analyze systems and align technology solutions to solve issues; ability to solve problems in a creative and logical manner; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; sound professional judgment; ability to supervise and evaluate the work of lower-level staff; capable of performing the essential functions of the position with or without reasonable accommodation.

 

MINIMUM QUALIFICATIONS:

  • Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree and two (2) years of experience in the development, implementation and support of information systems, of which included both experience in healthcare related systems and administrative or supervisory experience; or:
  • Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and four (4) years of experience in the development, implementation and support of information systems, of which included both two (2) years of experience in healthcare related systems and administrative or supervisory experience; or:
  • An equivalent combination of training and experience as defined by the limits of (A) and (B).

 

NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
