Business Oregon the state’s economic development agency, is currently hiring two (2) Broadband Project Coordinators (Program Analyst 3). The primary purpose of the position is to help communities such as municipalities, tribes, counties, internet service providers and affiliated organizations assess their financing needs, facilitate and oversee the application process for funding from the broadband programs. These positions are funded through the Broadband Equity, Access, and Deployment Program (BEAD) to support its implementation in Oregon. One position will be based in and serve southern Oregon.

This hybrid role offers remote work options, with the expectation of infrequently required days to support business operations in the Salem office. Additionally, this position may require travel throughout the state and occasional overnight stays.
What you will do:
Manage grant agreement contracts for department financial assistance.
Make visits to project sites and meet with recipients.
Work with recipients to resolve identified problems; this may include professional assistance suggesting solutions and providing models or examples from other jurisdictions.
Compile closeout reports submitted by recipients for compliance with programmatic funding requirements to determine if recipient accomplished the objectives stated in the original application and award contract.
Provide on-going technical assistance such as mapping of unserved and underserved areas, network strategies, federal laws and state laws related to telecommunication and broadband networks.
Work directly with the Broadband Program Coordinator, Regional Development Officers, and eligible applicants in developing projects and provide technical assistance during application process.
Collaborate with Broadband Action Teams, Regional Team (Regional Development Officers/ Regional Project Managers), and other stakeholders.
The ideal candidate will possess a combination of some or all the following skills:
Experience developing and managing telecommunications or infrastructure grant agreements.
Experience monitoring compliance with technical aspects of complex grant agreements, communicating requirements to sub‑grantees, and negotiating resolutions to issues during the contract performance period.
Experience using federal grant programs, rules, and regulations to achieve program outcomes.
Strong written and verbal communication skills, with proficiency in Excel.
Ability to work independently, demonstrate self‑motivation, and collaborate effectively as part of a team.
