Job Description

GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, this status can affect working hours, travel, and changes in duties as needed.

The Strategic Preparedness Coordinator, under the Unit Chief, Strategic Preparedness and Plans, is responsible for strategic and enterprise coordination dedicated to Preparedness Division administration; preparedness grant and contract programming; preparedness mission communications; emergency management information programming; TDEM regional coordination and support; Texas Homeland Security support, strategic and enterprise strategic operations and program management and coordinating all program activities in accordance with federal and state regulations and guidance.  Work involves coordinating emergency management or public safety preparedness regional plans program activities and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the public. Works under minimal supervision, with moderate latitude for the use of initiative and independent judgment.

This position reports to the Unit Chief of Strategic Preparedness and Plans.

*Salary is a fixed rate.

*This position is located on-site and not subject to telecommuting.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  • Provides planning, development, coordination, and evaluation of emergency management, public safety, homeland security preparedness, and planning programs.

  • Provides support services and technical assistance to local jurisdictions and state agencies. May facilitate meetings, present at conferences and workgroups or act as the subject matter expert and representative for  Preparedness Division programs.

  • Provides strategic assessment and recommendations of preparedness grant and contract programming; preparedness mission communications; emergency management information programming; TDEM regional coordination and support; strategic Texas Homeland Security support; and planning program management. 

  • Coordinates the development of a comprehensive enterprise-wide planning program including orientations, grant or contract management support, and planning products.

  • Monitors the outcomes of emergency management preparedness program initiatives.

  • Ensures compliance with requirements, laws, regulations, policies, and procedures related to emergency management and public safety.

  • Serves as a liaison between federal, state, and local government agencies, volunteer group representatives, staff, and other potential emergency response entities.

  • Assists with preparing comprehensive reviews of statutes, executive orders, and policies and prepares administrative reports, studies, and specialized research projects.

  • Assists in developing policy and procedure manuals, templates, and other guidance.

  • Work may include actively participating during disaster response and or recovery efforts, serving in a supporting role during disaster response and/or recovery efforts, and assisting in work to maintain the continuity of the agency's operations during disaster response and recovery efforts.

  • Reviews local and state after-action reports, and improvement plans.

  • May provide presentations and training to community and professional groups to facilitate interest in preparedness, Texas Homeland Security, and other emergency management programs.

  • Performs other duties as assigned.

  • May serve as a lead worker to assist other staff.

  • Ability to travel up to (25%).

  • Face-to-face and person-to-person interactions are required.

  • Maintains a regular course of attendance during authorized work schedule and work extended hours when needed.
