Position Overview: 

This position is accountable for directing the development of construction policies to ensure uniform construction practices, interpretations, and applications leading to an effective, efficient, and economical statewide construction program.  This position is responsible for the settling of contractor claims for additional compensation and ensuring effective management of the prequalification of contractors, pay estimates, and contract change authorizations.

Essential Functions

This position reports to the Director of the Office of Highways Project Implementation.  Reporting to this position are the Engineer of Construction Operations, the Prequalification Engineer, the Contract Administration Section Chief, and an Executive Secretary II. 

The incumbent works in an environment that is responsible for the development of construction policies, engineering and documentation review, and  the settlement of contractors’ claims for additional compensation.  The incumbent ensures effective management of the prequalification of contractors, pay estimates, and contract change authorizations.  This position is involved in engineering problems, contractors’ complaints and claims, and uniform specification interpretation.  The Engineer of Construction is expected to exercise significant discretion for the regular and daily implementation of policy and strategy as directed by executive staff. 

The greatest challenges of this position are in the area of settling contract disputes, improving the quality of construction, assuring sound engineering and economical construction practices and procedures, and  improving policies for the prequalification of contractors to ensure that bidders are capable of completing the work and that competitive bidding is maintained.  Typical problems include the investigation and resolution of contract claims, interpretation of specifications to ensure consistency and proper application, the development and/or review of new or revised specifications or policies to improve efficiency and/or quality, the resolution of questions concerning contract change orders and time extensions, contract payments, and the prequalification of contractors. 

This position is accountable for the cancellation of contracts, default of contractors, disqualification of contractors due to unsatisfactory financial and work ratings, and the recommendation of change in construction operations to reduce costs.  The incumbent provides direction to the section chiefs within the Bureau of Construction and acts personally on those exceptional and sensitive matters uniquely associated with prequalification, contract administration, and interaction with the construction industry.  The incumbent personally directs the formulation of the bureau’s fiscal year operating budget and provides for the organization, training, and assignment of personnel to effec
