This advertisement is for a SES (Selected Exempt Service) position located at Central Office in the Office of Financial Management – Office of Budget and Management Evaluation.

 

Salary: $83,345.60 Annual Rate

SPECIFIC DUTIES & RESPONSIBILITIES:

The employee in this position performs highly responsible work in assisting the management and budget administrator in the planning, directing, and coordinating of the budget and financial analysis activities within the Department of Corrections (DC). The following outlines the specific responsibilities assigned to this position:

  • Assists the management and budget administrator in the preparation of the DC Legislative Budget Requests (LBR), both annual and supplemental, by working closely with the field and program staff in the development of budgets. This includes communicating and interpreting departmental and Executive Office of the Governor (EOG) budget policies, procedures and decisions made concerning budget issues.
  • Assists in requests for information regarding the Department’s LBR and budget amendments from the EOG and the legislature. Works with the management and budget administrator in providing requested information and data for the House and Senate Appropriations and Substantive Committees. Provides technical assistance to program administrators, regional fiscal personnel, and institutional personnel regarding financial and budgetary matters such as preparing operating budgets and LBRs, and procedures for maintaining operating budgets and related fiscal controls.
  • Provides technical assistance to central program areas and regional fiscal personnel regarding financial and budgetary matters such as preparing operating budgets and procedures for maintaining operating budgets and related fiscal controls. Ensures proper coding on purchase requests and P-Card transactions. Tracks and analyzes budget and expenditures for assigned program activities. Prepares financial information and monthly management reports for central budget office.
  • Assists the management and budget administrator in the development and implementation of departmental financial plans. Responsible for ensuring the accuracy of the data upon which the plans are based and the preparation of the individual plans for their respective areas.
  • Reviews and evaluates budgetary and financial control systems and procedures and make recommendations regarding the modifications of an existing and/or the establishment of new systems or procedures.
  • Researches and seeks grant funding opportunities consistent with the priorities of the Secretary and Executive staff of the Department. Ensures the efforts support the mission, strategic plan and priorities of the Department. Coordinates and manages grant application activities for the Department, including opportunity reviewa, approvals to apply, assembling grant writing team, application development support, and application submission, as well as development of appropriate processes and procedures related to the grant application process. Provides management level reporting on grant awards, applications, funding and application wins/losses.
  • Maintains knowledge base of current grant management and reporting requirements (financial, performance, reporting, etc.) and disseminates to area program managers. Provides guidance and information to grant managers. Conducts formal and informal meetings with various Offices/Bureaus to determine specific needs and grant interests. Maintains ongoing needs list to be utilized in grant opportunity review.
