Job Description
BryceTech is seeking an experienced Budget/Financial Analyst to join our team and support our Federal Government Customer. The Analyst will provide Financial Management and Budget Analysis and Analytical support to the Department of Health & Human Services (HHS), Office of the Assistant Secretary for Preparedness and Response (ASPR), HHS-Coordination Operations and Response Element (H-CORE) Support Services. The analyst will have experience working with Senior Leadership and Federal/Civilian Agencies and or Military Services. Contract Place of Performance is hybrid in Washington DC.
The position will report to the Public Health Division Manager.
Primary Responsibilities:
- Analyzes acquisition financial information flows; designs and operates financial systems; performs special studies; and reports results to improve the overall operational and financial effectiveness for the program/project.
- Analyzes and interprets financial data to determine cost benefits, performance, trends and for forecast financial probability.
- Records, classifies, and summarizes financial transactions and events in accordance with generally accepted accounting principles, and applicable laws and regulations.
- May be also required to assist in the development and maintenance of spend plans; and guard against, identify and report irregularities in budget executions.
- Assist in preparation of in-depth financial analysis of monthly, quarterly, and annual forecasts on the program.
- Assist in developing, managing, and executing monthly and quarterly financial reports.
- Analyze cost trends and provide in-depth analysis on cost variances and recommendations for required adjustments to the budget.
- Assist to develop and control baselines and budgets to support program scope requirements.
- Monitor program schedule and milestone objectives to facilitate forecast and process scope changes.
- Assist to prepare and deliver all customer report deliverables per the contract terms and conditions.
- Analyze and provide input to modify cost estimates and re-baseline programs as required.
- Assist to prepare forecasts using program resource estimates with appropriately applied rates and factors.
- Knowledge of project management, scheduling, and control account planning concepts.
- Application of FAR, CAS and government accounting standards.
- Assist to develop Work Breakdown Structure (WBS), perform maintenance and charge number control as required.
- Assist in developing presentations and reports for internal and external customers.
Qualifications
Prior Government Service experience with Federal, DoD and/or Civilian Agencies' Public Health markets.
Required Skills:
- Bachelor’s degree in Budget, Finance, Business, or Accounting with 10 years’ experience.
- Knowledge of basic program management concepts (budgets, estimate to complete, project schedules, etc.).
- Knowledge of project management, scheduling, and control account planning concepts.
- Excellent written and verbal communication skills, strong organizational skills, initiative and follow-through, and flexibility and responsiveness to changing requirements and conditions.
- Demonstrated ability to think analytically and reason strategically.
- Ability to translate technical information to non-technical audiences.
- A collaborative and engaging nature.
- Strong interpersonal skills and ability to work to deadlines are essential.
- Ability to solve problems and prioritize needs in a variety of situations where immediate decisions may be necessary.
- Excellent computer skills with competence in Word, Excel, and Outlook necessary.
Additional Qualifications:
Familiarity with standard government agency reporting requirements. (i.e., HHS)
