Job Description
J.S. Held is hiring a Senior Director to join its team within the Energy and Environmental Advisory Service Line. This position will focus on water resources consulting and leadership related to project planning and development, regulatory compliance, permitting, and field services.
The position will require demonstrated experience in and knowledge of the Clean Water Act (CWA) and related federal, state, and local requirements; state and federal National Pollution Discharge Elimination (NPDES) permitting; U.S. Corps of Engineers (USACE) permitting; and National Environmental Policy Act (NEPA) compliance.
The successful candidate must be capable of managing varying priorities to provide high-quality project deliverables completed on time and within budget. The candidate will need to demonstrate initiative and critical thinking to customize work approaches, present information, and issue resolutions.

Job Responsibilities
- Leadership: Lead, recruit, and mentor a team of existing and prospective water resource scientists, engineers, and/or other professionals and foster a collaborative and productive work environment.
- Business Development: Leverage and develop relationships to expand and generate client leads and secure contracts in key industry sectors, including insurance, energy, and manufacturing.
- Project Oversight: Manage multiple large and complex projects, either single or multi-site, from inception to completion.
- Technical Leadership: Provide technical leadership and deliver high quality work product on complex water regulatory issues, including collaborating with other service lines to effectively serve diverse clients.
- Permitting: Advise clients on permitting requirements and develop timely and exceptional quality permitting submissions, including any required supporting analytical and subsequent routine monitoring.
- Regulatory: Develop timely and innovative regulatory compliance strategies and effectively communicate with regulatory agencies in multiple jurisdictions about regulatory and/or legislative requirements.
- Project Development: Assist clients in scoping and planning related to water-focused regulatory requirements and potential impacts.
- Project Development and Risk Assessment: Assist clients in identifying operational and/or regulatory risks related to potential discharges or other impacts to surface waters or groundwater and develop actionable mitigation strategies.
- Technical Reporting: Produce high quality technical reports and perform QA/QC on project reports prepared by other water resources team members.
Qualifications
- Bachelor’s degree or higher in Biology, Chemistry, Geology, or Engineering or a related field.
- At least 15 years of water resources consulting experience, including demonstrated experience in and understanding of Clean Water Act (CWA) and related federal, state, and local requirements; state and federal National Pollution Discharge Elimination (NPDES) permitting; U.S. Corps of Engineers (USACE) permitting; and National Environmental Policy Act (NEPA) compliance.
- The ideal person for this role will need to not only have a strong grasp of environmental and water resources consulting but also be flexible and a strategic thinker able to take on a variety of tasks.
- Strong working experience in MS Office Suite software.
- Demonstrated ability to prepare concise and accurate technical documents.
- Ability to work both independently and as a collaborative member of a project team.
- Excellent interpersonal communication skills.
- Good business judgement skills and teamwork oriented.
- Strong financial management skills to keep projects on budget.
