This position will support the VITA statutory responsibilities to oversee the coordinated, effective and efficient management of the Commonwealth’s information technology resources.

Key Responsibilities:

Assisting in the development, implementation, and sustainment of a comprehensive Commonwealth Technology Management (CTM) methodology, with a primary focus on project management.

Developing, coordinating, and reviewing information technology plans, policies, standards, and guidelines.

Reviewing, evaluating, and making recommendations on proposed projects, requests for proposals, and contracts.

Conducting industry research and analysis in support of Commonwealth technology management and related programs.

Prepare and deliver training on project management and organizational change management.

Maintain an appropriate networking, outreach, and two-way communication with stakeholders.

Provide training and consulting to Commonwealth IT project managers as a subject matter expert.

Complete special projects, studies, and activities when assigned.

Minimum Qualifications

• Active Project Management Professional (PMP) certification from the Project Management Institute (PMI) or Active Agile Certified Practitioner (ACP) certification from the Project Management Institute (PMI) is required.

• Extensive knowledge and experience in organizational change management, including understanding change management methodologies and frameworks.

• Proficiency in IT investment management, including budgeting, cost-benefit analysis, and return on investment (ROI) assessments.

• Knowledge and experience in the planning, implementation, review, and evaluation of Commonwealth Level information technology projects or similar large-scale public sector projects.

• Demonstrated success in implementing IT projects within a public sector or similarly complex environment, preferably involving multiple stakeholders and interagency collaboration with a budget of $1M or more.

• Proven ability to prioritize tasks and manage time effectively, handling multiple responsibilities and meeting deadlines efficiently.

• Experienced user of project management and portfolio management tools such as the Commonwealth Technology Portfolio (CTP) tool, Planview, or equivalent.

• Thorough knowledge of the Commonwealth Project Manager Development Program and Project Manager training program and course offerings.




Additional Considerations

• Demonstrated experience providing governance and oversight for large-scale IT projects, preferably at the Commonwealth level or in similar public sector environments.

• Familiarity with regulatory standards and policies governing IT projects.

• Proven experience serving as the Project Manager of record for IT projects with a budget of $1M or more.

• Ability to manage high-stakes projects from inception to completion, ensuring they meet budgetary and timeline constraints.

• Extensive knowledge and experience working with multiple executive branch agencies or similar multi-agency environments.

• Ability to navigate and manage complex interagency relationships to achieve project goals.

• Thorough understanding of state government operations, particularly within the Commonwealth.

• Experience with the administrative processes, legislative requirements, and operational frameworks of state government.
