About the role

Position Description

Serco is seeking a dynamic and detail-oriented Business Manager to support the Contract Training Solutions II (CTS II) contract within our Program Management Office (PMO). The CTS II program provides vital air traffic control training and support services to the Federal Aviation Administration (FAA), a mission critical to ensuring the safety and efficiency of the National Airspace System.

 

In this role, you will serve as a key business partner to the Program Manager, providing leadership across financial management, program performance tracking, compliance, staffing, travel coordination, subcontractor oversight, and strategic business operations to support program success. The Business Manager position requires a proactive, detail-oriented professional with strong analytical, communication, and leadership skills, a strong background in program control and business operations within a government contracting environment and thrives in a collaborative, fast-paced setting.

 

Primary Duties and Responsibilities

  • Partner with the Program Manager and PMO leadership to ensure the contract meets financial and operational performance goals.
  • Provide comprehensive business and financial management support to the CTS II program, including budgeting, forecasting, cost tracking, and variance analysis.
  • Oversee program budgets and financial performance, ensuring accurate planning, reporting, and adherence to cost targets for labor, subcontracting, and materials.
  • Prepare and present cost analyses, performance summaries, and financial reports. This includes creating monthly and quarterly reports, conducting program reviews, and delivering contract-related information to PMO leadership and corporate stakeholders.
  • Maintain compliance with FAR/AMS, corporate policies, and customer requirements.
  • Oversee staffing coordination activities, including approvals of resumes, scheduling and conducting interviews in partnership with Human Resources and program leadership.
  • Manage and coordinate employee and candidate travel requests and site visits, ensuring adherence to company policies, cost controls, and program schedules.
  • Oversee and manage subcontractor relationships, including onboarding, performance tracking, compliance, and invoice review/approval. Monitor and analyze labor, subcontract, and material costs to ensure adherence to budgets and accurate revenue recognition.
  • Serve as the liaison between the PMO and corporate support functions (Finance, HR, Contracts, and Procurement).
  • Assist with the design and system administration of the CTS SharePoint site
  • Assist with the preparation of staffing plans, workforce forecasts, and utilization reports.
  • Support risk and opportunity management processes by identifying financial and operational risks and recommending mitigation strategies.
  • Identify, develop, and implement process improvements for financial controls, cost tracking, and performance reporting to support efficiency, accuracy, and compliance throughout business operations.
  • Support contract modifications, reviewing and approving purchase requisitions, pricing proposals, and cost estimates in coordination with Contracts, Finance, and Procurement teams.

Qualifications

Required:

  • Bachelor’s degree in Business Administration, Finance, Accounting, or related field.
  • 10+ years of experience in program control, business management, or financial analysis in a government contracting environment.
  • Working knowledge of FAR/AMS and government contract types (CPFF, FFP, T&M, IDIQ).
  • Proficiency in financial systems such as Deltek Costpoint, Cognos, or similar tools.
  • Advanced Microsoft Excel and data analysis skills.
  • Strong communication, organizational, and analytical abilities.
  • Demonstrated experience managing multiple priorities, meeting deadlines, and supporting cross-functional teams.

Preferred:

  • Experience supporting large-scale FAA or Department of Transportation (DOT) contracts.
  • Master’s degree in Business, Finance, or related discipline, or professional certification (e.g., PMP, CPA, CDFM).
