Associate Director and Counsel - Global Trade Investigations & Disclosures (Remote)

We are seeking an Associate Director and Counsel to join the Collins Aerospace Central Global Trade Investigations and Disclosures Team, which falls under Collins Aerospace’s Legal, Contracts and Compliance function.  The role will report to the Director & Assistant General Counsel leading the Central GT I&D Team and support the Director and Assistant General Counsel on all matters falling within the Team’s purview, as described below.  

The Associate Director and Counsel will handle complex internal global trade investigations, assess compliance with Collins Aerospace’s internal policies, analyze potential violations of U.S. and foreign export control laws and regulations, with a focus on the Export Administration Regulations (“EAR”) and the International Traffic in Arms Regulations (“ITAR”), and draft disclosures of such violations for submission to relevant government agencies.  The Associate Director and Counsel will review and provide legal guidance to Collins Aerospace’s strategic business units to ensure compliance with export laws and regulations.  The selected candidate must have extensive experience conducting corporate internal investigations and must have deep knowledge of the EAR and ITAR.

What You Will Do:

  • Investigate suspected violations of U.S. and non-U.S. export control laws and regulations.
  • Draft disclosures to U.S. and non-U.S. government agencies regarding violations of export control laws. 
  • Manage an active investigative caseload using RTX’s matter management tool.
  • Work collaboratively with members of Collins Aerospace’s broader Global Trade team to identify the root causes of regulatory violations and to develop robust corrective actions.
  • Brief Corporate and Collins Aerospace leadership on the status of ongoing global trade investigations.
  • Document the closure of matters that do not give rise to a reasonable suspicion of a regulatory violation.
  • Respond to governmental inquiries and data requests.
  • Work with Collins Aerospace’s strategic business units to provide legal advice on export control laws and regulations, and propose compliant solutions to achieve business objectives.
  • Monitor and respond to developments in U.S. and foreign export control laws and provide legal guidance regarding such developments.
  • Assist in the development, implementation, enhancement, and maintenance of Collins Aerospace and RTX policies, standard work, and processes for global trade compliance.

Qualifications You Must Have:

  • Typically requires a University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience 
  • Possess and maintain an active bar license in the jurisdiction from which you will be working.
  • Minimum of 10 years of legal experience in Global Trade.
  • In-depth knowledge of the EAR and ITAR. 

Qualifications We Prefer:

  • Juris Doctor Degree
  • A minimum of five years in a law firm handling export control matters and/or in a government agency charged with administering export control laws and regulations.
  • Excellent interpersonal, verbal, and written communication skills.
  • Extensive legal writing experience, including the ability to draft lengthy submissions in a clear, concise, and coherent manner under tight deadlines.
