Job Summary
The leader of HR Performance and Planning is responsible for ensuring effective operational performance and planning across all functions of the HR Division. Focus on aligning key talent and HR strategies with organizational objectives and goals. The leader, HR Performance and Planning oversees the implementation and management of the HR Performance Center, key HR initiatives, projects, processes as well as policy administration. This role is a critical blend of strategic and operational oversight and practical execution, aimed at optimizing HR processes and enhancing the overall leader and team member experience. Scope of the role spans a variety of Centers of Excellence (COEs) to successfully collaborate with operational and corporate teams to ensure HR initiatives are tightly integrated with business goals.
Minimum Requirements
Experience - 5 years of progressive professional HR leadership experience with a focus on HR operations and change management
Education - Bachelor's Degree in Human Resources, Business Administration or related field.
Skills and Abilities: Strong leadership, interpersonal, critical thinking, strategic planning, and verbal and written communication skills. Excellent time management skills. Advanced data analytics, reporting, and project management skills
Licensure – Lean Six Sigma Certification and SHRM/HRCI certification preferred

1. HR Performance and Planning
a. Serves as leader over the Talent Strategy of Human Resources, responsible for the configuration and administration of performance evaluations, goal setting, talent review, and succession planning within Oracle.
b. Oversees HR initiatives related to the creation and modification of job descriptions across the organization.
c. Leads and participates in HR planning activities to forecast future operational needs and devise strategies to address them.
d. Serves in a key support role with the development and implementation of key HR processes in collaboration with HR leaders to ensure achievement of HR strategic goals each fiscal year.
e. Supports HR leadership with hardwiring new HR changes into regular practice.
f. Trains HR staff on new processes, toolkits, etc.
2. Performance Center Management
a. Leads and directs the HR Performance Center operations to provide high quality customer service for general HR support and inquiries.
b. Ensures Performance Center team members are trained and knowledgeable on HR processes, policies and customer service.
c. Drives continues process improvement to ensure an exceptional team member and leader experience
d. Ensures the HR call center provides accurate and timely response to team member inquires.
e. Collaborates with IT and HR COEs to address technical issues and implement new solutions
3. Operational Excellence & Process Improvement
a. Serves as a bridge and liaison with COEs on the implementation and management of HR policies, procedures, processes and tools while also ensuring compliance with employment laws and regulations.
b. Leads and assists with projects focused on process improvement and operational excellence in HR.
c. Drives innovation in HR processes through effective use of technology and digital solutions.
d. Evaluates existing HR processes, identifying current tasks and critical procedures that warrant Standard Operating Procedures (SOP) documentation; engages with relevant stakeholders to gather insights into the existing processes, ensuring comprehensive documentation and alignment with organizational objectives.
e. Oversees the system-wide telework process for the organization. Independently leads the modification and enhancement of the electronic telework review and application process for the health system.
f. Serves in a key role for large-scale projects and strategic initiatives as assigned.
4. Policy Administration & Compliance
a. Serves as the FMOLHS HR Policy administrator and key point of contact
