Boeing Global Services (BGS) is looking to hire for a Survivable Airborne Operations Center (SAOC) Weapons System (WS) Program Chief Engineer (M-level). The BGS SAOC WS Chief Engineer has responsibility for overall safety, technical integrity, and engineering execution excellence for the BGS support and sustainment statement of work for the SAOC WS platform and supporting systems. The BGS SAOC WS CE will report to the Boeing Global Services (BGS) Director of Commercial Derivative Engineering (CDE).
The BGS SAOC CE will report directly to the Director of Commercial Derivative Engineering. The BGS SAOC CE is a key member of the BGS Program Leadership Team and will be supporting the BGS SAOC Program Director. The BGS SAOC CE is the senior engineering leader for the program and the senior technical interface to customers, teammates and suppliers. This individual is also responsible for program technical integration across Boeing business units.
This position will operate per PRO-6924, which outlines the Chief Program Engineer role and charter as the independent technical leader ensuring technical excellence, safety, and proper coordination between the teams.
Position Responsibilities:
- Ensure safety and product integrity for the support & sustainment of SAOC aircraft
- Ensure Engineering excellence and execution of BGS Engineering Product Support SOW and BOEs.
- Develop proposed BGS Engineering Organization structure including office of CE, SEIT team, Chief Mechanic, Digital Environment team for product support, and Integrated Support Planning and Management team
- Support Business Development and Program Management with timely proposal updates, Evaluation Notification (EN) Support and on-time campaign deliverables
- Manage product support engineering technical baseline to include specifications, configuration, design and certification/verification (including all changes)
- Manage program technical performance metrics, driving first time quality, engineering health, and overall performance.
- Drive overall BGS Engineering execution to meet quality, cost, and schedule commitments. Manage EVM financials and avoid any engineering related EAC growth.
- Manage program engineering staffing requirements. Ensure right Cost Account Managers (CAMs) in place.
- Co-Chair the Engineering Review Board (ERB) with BDS, independent reviews, technical risk and opportunity management reviews, program technical reviews, proposal engineering commitment reviews, and Mission Assurance Reviews
- Lead productivity improvement, cost reduction and Lean initiatives in collaboration with engineering Capabilities
- Manage and ensure technical risks/issues/opportunities are documented and tracked in BORIS with BGS Program Management and BDS PM recognition of Risks/Issues. Ensure RIOs are driven to closure.
- Leverage BPSM methods in performing comprehensive root cause and corrective action efforts
- Oversee technical trade studies to evaluate and differentiate alternative solutions
- Support development of technology investment plans and roadmaps to drive business growth
- Provide technical leadership approval of all technical estimates submitted in Pricing and Availability (P&A) requests, ROMs and proposals
- Advocate for technical independent or non-advocate reviews as needed
- Establish, review, and approve Intellectual Property (IP) & Proprietary Rights agreements of contract deliverable items
- Establish the technical organizational vision and strategies while executing technical strategic initiatives.
Security Clearance:
This position requires an active U.S. Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)
Basic Qualifications:
- Bachelor's, Master's or Doctorate of Science degree from an accredited course of study, in STEM (science, technology, engineering and mathematics)
- 5+ years of experience in a managerial role
- 3+ years of experience as a CAM (cost account manager) in EVM (earned value management)
- Experience training and/or mentoring in a technical environment
- 1+ years of experience partnering with a United States Government (USG) Department of Defense (DoD) customer to deliver services and products
- 1+ years of experience utilizing BORIS to document Risks, Issues, and Opportunities
