Job Description

AECOM is seeking a Labor Compliance Analyst for one of our offices in Sacramento, CA.

SUMMARY

This role will perform complex analytical work related to monitoring, investigating, and reporting on labor practices for construction contractors. Responsibilities include conducting site visits, employee interviews, and compliance reviews to ensure adherence to federal and state labor laws, including the Davis-Bacon Act and California Labor Code. This role involves both office and occasional fieldwork and may require a flexible schedule.

JOB RESPONSIBILITIES

  • Analyzes contractor labor practices and prepares compliance reports per Davis-Bacon Act and State Labor Code.

  • Conducts on-site inspections to identify labor, wage, and railway regulation violations.

  • Coordinates corrective actions and tracks resolution of non-compliance issues.

  • Reviews and processes Certified Payroll Reports and supporting documentation.

  • Investigates wage complaints and prepares audit case files for formal enforcement.

  • Recommends payment withholds based on non-compliance findings

  • Responds to public records requests and inquiries from contractors and managers.

  • Prepares and delivers labor compliance training and presentations.

  • Tracks contractor deficiencies, missing payrolls, and enforcement timelines.

  • Supports policy development, manuals, and labor compliance procedures.

  • Monitors regulatory updates and adjusts practices accordingly

  • Conducts interviews, site visits, and participates in field investigations

  • Assists in reporting on hiring initiatives and community agreements

  • Maintains accurate labor compliance records and supports audits

  • Participates in special projects and performs related duties as assigned​​​​

 

Qualifications

MINIMUM REQUIREMENTS

  • BA/BS + 6 years of relevant experience or demonstrated equivalency of experience and/or education.

PREFFERED QUALIFICATIONS

  • Bachelor’s degree in related field or equivalent experience.

  • Master’s Degree preferred

  • Certification or specific training in related field: Project Management, Compliance and Ethics Professional (CCEP) or Certified Risk and Compliance Professional (CRCP) certificate

  • 7+ years of related Project Management Experience

  • Experience in Construction project management with working knowledge of laws and/or regulations in area of compliance and state regulations.

  • Ability to work on-site (this is not a remote position)

  • Experience with implementing and enforcing compliance related policies, procedures, and practices

  • Understanding of the Labor Code and Davis Bacon Act

  • Experience in performing audits on certified payroll documents

  • Ability to effectively work with various government agencies and union organizations

  • Must possess good written and verbal communication skills
