DEFINITION                                                                                                                                                               

The Weatherization Field Manager is responsible for overseeing all field operations for residential construction upgrade projects funded through LIHEAP, DOE, and utility programs. Reporting to the Director of Economic Development, this position manages day-to-day project scheduling, crew supervision, installation quality, job site readiness, and compliance with local permitting and safety regulations. The Field Manager holds a California General Contractor’s B License and serves as the Responsible Managing Employee (RME) for MAAC’s status as a licensed contractor with the Contractors State License Board. As such, this position plays a critical role in enabling the organization to directly perform and oversee construction-related services. While the Field Manager ensures field work complies with applicable construction codes and workmanship standards, programmatic and grant compliance related to weatherization funding is managed by the Weatherization Program Operations Manager. This position directly supervises the Weatherization Field Supervisor and field staff and works collaboratively with the Weatherization Program Operations Manager to align fieldwork with approved scopes and operational workflows.  

ESSENTIAL DUTIES AND RESPONSIBILITIES

Field Crew Oversight 

  • Directly supervises construction field staff ensuring clear communication of daily expectations, project goals, and safety practices. 

  • Oversees daily field operations, including jobsite deployment, workload balancing, and installation quality assurance. 

  • Participates in the hiring, onboarding, and skills-based training of field staff; conducts performance feedback and coaching. 

  • Provides technical support to crews, answers installation-related questions, and identifies staff development needs to improve field team performance and customer satisfaction. 

  • Monitors and supports the productivity of field teams, working with the Supervisor to identify and resolve performance issues. 

Safety, Compliance, and Contractor Standards 

  • Ensures all work complies with OSHA, HUD, DOE, and LIHEAP field safety standards and that crews follow MAAC's policies for worksite conduct and documentation. 

  • Conducts regular field safety trainings and ensures personal protective equipment (PPE) and materials are available and used correctly. 

  • Conducts site visits to ensure jobs are completed safely, scopes are adhered to, and installations meet permitting and code standards. 

  • Supports contractor onboarding and ensures subcontractors meet agency compliance and quality expectations. 

Project Coordination & Permitting 

  • Coordinates with the Weatherization Program Operations Manager to align work scopes with available funding, materials, and field capacity. 

  • Reviews scopes of work and collaborates with the Quality Control Inspector to ensure feasibility, alignment with funding requirements, and proper sequencing. 

  • Oversees permitting processes, schedules utility disconnects, arranges municipal inspections, and ensures proper documentation is submitted for each step of the install process.
