Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly motivated individual to serve as an Early Childhood Mental Health Coordinator in the Office of Child and Family Services (OCFS). This position coordinates efforts to increase state agency involvement in early childhood initiatives that will expand community capacity for early childhood mental health for children from birth to 6 and their families. This is the only position within the OCFS that provides statewide leadership in the development, planning and implementation of the coordination of statewide early childhood mental health policy and programming. This position also promotes, develops, and strengthens treatment services offered in the public mental health system, Early Intervention system, early childcare settings, home visiting and other community-based providers through strategic partnerships with a variety of stakeholders, as well as promotes social and emotional well-being and mental health disorders treatment/intervention in early childhood through policy, strategic planning and stakeholder engagement. All duties are performed using best practices including a trauma-informed and system of care approach for the early intervention, and treatment services of infants and toddlers to age 6 who have serious emotional disturbances and their caregivers. This position is a restricted, grant funded position with a renewable grant. However, this position is not eligible for layoff benefits per DHRM state policy 1.30. Continued employment in this position beyond the stated end date is contingent upon funding.

Minimum Qualifications

• Experience in the field of early childhood mental health (ages 0-5).
• Experience with strategic and operational planning.
• Experience with grant writing, synthesis of data and using a variety of health data to make informed decisions on the statewide policy direction for early childhood mental health.
• Knowledge of trauma-informed and system of care principles.
Ability to evaluate, make decisions, and report on outcomes both verbally and in writing.
• Ability to present information to a variety of audiences, including public speaking.
• Strong interpersonal skills and ability to establish and maintain effective relationships with diverse stakeholder groups with the ability to foster collaboration by promoting collaborative goals and building trust.
• Ability to work well independently and on a team.
Ability to develop and provide technical assistance to the public mental health system, early childhood providers including early intervention/Part C, home visiting programs, early child mental health consultation programs and early childcare settings.
• Knowledge of state and local government services operations that serve early childhood.
• Experience in managing projects effectively and/or administrative functions.

Additional Considerations

• Knowledge of the DC 0-5 Diagnostic Classification for Mental Health and Developmental Disorders in infancy and early childhood.
• Infant or Early Childhood Mental Health endorsement.
