The Department of Corrections is accepting applications for Public Service Manager II – Deputy Warden Administrative Services at the Maine State Prison in Warren, Maine. This position is open to current Maine DOC employees who wish to transfer to this facility and all outside candidates.
JOB DESCRIPTION:
The Maine State Prison is the Department of Corrections’ largest correctional institution, housing residents of all classifications. This position’s primary responsibility is to administer and oversee operational programs and initiatives to ensure consistent implementation of institutional wide programs and services that support financial services, food services, industries program, maintenance services, warehouse/inventory services and Retail Showroom for the Maine State Prison and Bolduc Correctional Facility.
This position should be responsible for providing direction and guidance to assigned program services staff with consideration to existing bargaining union contract language; develop performance evaluation standards and procedures to provide information to staff on the expected work performance and to ensure objective appraisal of subordinate’s performance.
KNOWLEDGE, SKILLS & ABILITIES REQUIRED TO PERFORM THE JOB SUCCESSFULLY:
· Knowledge of State and Federal budget processes.
· Knowledge of Government accounting principles, practices and standards.
· Knowledge of financial and management analysis techniques.
· Knowledge of National Correctional Standards.
· Knowledge of rules and regulations governing the conduct of residents.
· Knowledge of Correctional supervisory principles and practices in dealing with subordinate employees.
· Knowledge of Correctional Facility security and safety systems and communications.
· Knowledge of best P\practices in correctional programming.
· Ability to interpret and enforce correctional center rules, regulations, policies, practices and procedures.
· Ability to direct and administer correctional programs at a senior management and/or executive level.
· Ability to develop and implement correctional policies, procedures and compliance systems and monitor goals and objectives.
· Ability to direct large groups of people in a correctional setting.
· Ability to lead and direct change in the field of Corrections.
· Ability to supervise and manage a diverse staff and build effective teams.
· Ability to communicate effectively in an environment with multiple organizational levels.
MINIMUM QUALIFICATIONS:
A bachelor’s degree in criminal justice, Social Science, Business or Public Administration or related field, and eight (8) years of progressively responsible experience in fiscal or human resources management and facility operations, including four (4) years of experience in a supervisory capacity. Related experience may be substituted for education requirements on a year-for-year basis
