We are seeking a motivated Program Manager (PM) to provide general PM support for our Secretary of the Air Force / Office of Competitive Activities (SAF/OC) customer. The ideal Program Manager will be able to work independently, lead a high performing and specialized team, be able to review financial documentation for accuracy and understand Foreign Military Sales processes, procedures, and requirements. All work will be performed remotely but will be required to go onsite to meet with customer.
Responsibilities
• Manages the contractual, financial, performance and schedule aspects of the program
• Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance
• Collects and analyzes requirements, develops schedules, establishes budget, and assigns resources to effectively and efficiently meet customer and contractual expectations and milestones
• Conducts forecasting, performance and budgetary analysis and reviews
• Plans, directs, coordinates and supports contractor activities/operations
• Collaborates with stakeholders and vendors on requirements, risk assessment, performance, and issue resolution
• Develops, tracks, submits and manages deliverables in accordance with contractual requirements
• Reviews and approves invoices, internal work orders and contractual changes
• Prepares and briefs reports, metrics, presentations, plans and other documentation for stakeholders
• Performs customer relationship management (CRM) to include regular face-to-face meetings, briefings, and sessions with key stakeholders to manage customer-facing project milestones, deliverables, and communication needs
• Identify, assess, manage and mitigate risks for all functional areas of the project
• Clearly articulates to teams the project vision, goals, and how it aligns with organizational strategy.
• Keeps the team focused and aligned with long-term objectives
• Responsible for employing personnel with the qualifications and skills required to successfully accomplish the tasks outlined in the PWS
• Manages talent acquisition efforts and ensures only fully qualified personnel are hired to support customer needs
◦ Opens requisitions, screens candidates, conducts interviews, establishes salaries/PTO accrual rates, verifies credentials/clearance, schedules/coordinates onboarding and training, and initiates disciplinary and termination actions
• Manages other personnel related activities such as setting expectations and priorities a part of the evaluation process, initiates raises and bonus processes, manages overtime (if available), and encourages and supports professional development activities
• Manages travel requirements of team
Requirements
• Active Top Secret security clearance with SCI Eligibility
• BA/BS; can be substituted with 4 years’ experience
• Ten (10) years relevant experience. The following are examples of qualifying experience:
◦ Managing the contractual, financial, performance and schedule aspects of a program
◦ Project planning, budgetary and requirements analysis, assigning resources, procurements, and product or service delivery
◦ Planning, directing, coordinating and supporting contractor activities
◦ Developing and managing deliverables
◦ Reviewing and approving invoices, internal work orders and contractual changes
◦ Preparing and briefing reports, metrics, presentations, plans and other documentation
◦ Performing customer relationship management (CRM)
◦ Identifying, assessing, managing and mitigating risks for all functional areas of the project
◦ Leading and mentoring team members
◦ Managing talent acquisition efforts that include opening requisitions, screening candidates, conducting interviews, establishing salaries/PTO accrual rates, and scheduling/coordinating onboarding and training
◦ Managing travel requirements which include approving travel requests, verifying funding and expense reports
◦ Any Foreign Military Sales experience
• Strong stakeholder management and communication skills.
• Ability to manage conflicting priorities and drive consensus
• Be proficient in systems and administrative tools such as, but not limited to, Microsoft Office products, Share
