Job Description

PURPOSE SUMMARY. Lead community and departmental initiatives that advance public health objectives related to behavioral health and cross-sector collaborations. Facilitate programs and partnerships that implement strategic plans, manage resources, and monitor performance to achieve departmental and county goals. Develop and maintain relationships with stakeholders, supervise staff, and ensure compliance with policies, contracts, and funding requirements.

ESSENTIAL DUTIES.

1. Community Collaborations

  • Represent department on committees and work with committee members to develop and implement collective plans.

  • Coordinate and facilitate committee meetings.

  • Foster coalitions with a diverse group of stakeholders.

  • Develop and maintain strategic partnerships that support the department and county missions.

2. Program Management

  • Utilize models such as the Sequential Intercept Model and Stepping Up to meet program goals.

  • Oversee the investment of opioid settlement agreement funds and related county and community programs, including financial and programmatic reporting.

  • Lead local efforts to develop plans and seek funding related to the intersection of behavioral health and criminal justice.

  • Develop and implement strategies to expand behavioral health services aimed at reducing criminal justice involvement.

  • Monitor effectiveness of diversion programs, produce annual reports, and facilitate continuous quality improvement.

  • Develop and oversee recovery support programs such as supportive housing and harm reduction such as naloxone distribution.

3. Strategic Planning and Administration

  • Interpret and apply county and department strategic plans, grant agreements, legislation, and governing documents to guide departmental strategies.

  • Explore additional resources to support program expansion and sustainability.

  • Apply county policies, department procedures, and program requirements to assign tasks and monitor performance.

4. Supervisory Responsibilities

  • Oversee and direct the work of assigned staff, including planning and assigning tasks, providing training and guidance, monitoring performance, conducting evaluations, and addressing performance or conduct issues in accordance with established policies and procedures.

QUALIFICATIONS.

A. Education. Bachelor's degree from an accredited college or university in public administration, social work, behavioral health, criminal justice or a related field.

B. Experience. Two (2) years of experience in managing programs or projects in behavioral health, criminal justice, social services, or related fields. Supervisory experience preferred.

C. Education/Experience substitution. In accordance with County Policy.

D. Licenses/Certifications. Valid driver’s license. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy.

E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass pre-employment background check and driving record check.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Knowledge of:

  • Behavioral health and criminal justice systems, programs, and policies.

  • Principles and practices of program development, management, and evaluation.

  • Program management and evaluation frameworks, including research, data collection, and analysis methods.

  • County, state, and federal legislation, regulations, and grant requirements relevant to program implementation.

  • Strategic planning, performance measurement, and continuous quality improvement methodologies.

  • Proposal and report writing, and compliance management.

  • Community collaboration principles and stakeholder engagement strategies.

  • Administrative practices, including supervision, budgeting, and contract management.
