Job Summary
The Manager, Capital Delivery, MA & NH is responsible for providing leadership and guidance to a team of project managers and engineers for the project delivery functions of the Engineering and Planning Department including the successful delivery of all capital projects related dams, supply, storage, pumping, treatment, water distribution for Aquarion’s facilities primarily in MA and NH. The responsibilities below represent the general work that is needed for the position but is not considered to include all work that may be needed.
Principal Responsibilities
- Work with the Vice President and E&P Team to develop 1-year and 5-year budgets within the schedules established by the organization. This work would include meetings with Supply Operations and Managers in MA and NH to assess pressing issues and priorities for improvements; review Master Plans, Water Supply Plans, Capital Improvement Plans, Sanitary Surveys, and other documents; development of cash flows; and cash flow profiles for the current and existing year.
- Assist in the development of the annual Business Plan, Initiatives, KPI’s and Metrics.
- Work with the Vice President to prepare needed analysis, narrative summaries and reviews in support of program and regulatory filings.
- Establish and implement Company standards for design, procurement and construction of equipment and facilities. Maintain technical standards (specifications and drawings) suitable for use by staff for projects. Annually identify needs and update or create new standards. Work toward standardization of equipment and designs.
- Complete annual review construction contract terms to ensure documents are up to date and suitable for use. Work with the Procurement Department, E&P staff, and Legal to review changes and determine if changes are warranted.
- Maintain and/or create standard operating procedures that define the work to be completed by staff, coordination of projects, and communication with customers.
- Utilize approved budget to allocate projects to staff, review consultant selection, and verify schedules and costs. Ensure all project delivery activities are aligned with corporate mission and that these functions are staffed and structured to ensure success.

Supervises a team of project managers and engineers to ensure successful:
- Management of schedules, costs and budgets for projects and overall program.
- Management of the alternative analysis, design and construction phase of all capital projects including permitting and construction.
- Overall responsibility for oversight of appropriate reports and documentation related to individual project and capital program justification, estimating, capital expenditure projections, etc. Review and ensure PMC submittals have appropriate content and are accurately representing costs and schedules.
- Manage projects, as needed, to facilitate completion of work and to meet company KPIs.
- Completion of change order logs for each project and annually evaluate change orders.
- Conduct one on one meetings with each staff member on a regular schedule and monthly staff meetings. Provide feedback on staff and team performance and complete reviews at the interval required by the Company.
- Develop and implement training Schedule for E&P staff with a goal of having training once per month.
- Work with the Administer to ensure JSA’s and JSO’s are completed and other safety goals are met.
- Schedule and run monthly coordination meetings for MA and NH including developing agendas, inviting appropriate staff, and preparing meeting minutes.
- Work with operations on reoccurring capital projects and planning.
- Ensure the water resource and capital planning activities are aligned with corporate initiatives and completed in a manner consistent with appropriate standards (internal and external), regulations and requirements.
- Work with the Manager of Water Resources & Planning to coordinate planning for existing water supply, margin of safety analysis, and future water supply needs.
